Cattany <br />Division Director <br />Natural Resource Trustee <br />Listed below are adequacy review comments for the SerFer Pit New 112 Application, File No. M-2008-006. The <br />Division of Reclamation, Mining and Safety ("Division") is required to make an approval or denial decision no <br />later than May 20, 2008, therefore, your response to the following adequacy review concerns should be submitted <br />to the Division as soon as possible. <br />1. As required by Rule 1.6.5 (2), please submit the proof of the public notice circulated to all owners of record of <br />surface lands, and easement holders that are on the affected land and within 200 feet of the boundary of the <br />affected land. Proof of notice may be return receipts of a Certified Mailing or by proof of personal service. <br />2. The Division received comments from the Colorado Historical Society and the Army Corps of Engineers and <br />the Office of the State Engineer. The letters are attached. Please address the comments noted in the letters, <br />and make any changes in the application as necessary. <br />Rule 6.4.4 Exhibit D- Mine Plan <br />3. Rule 3.1.9(3) requires that topsoil stockpiles be stored in places and configurations to minimize erosion and <br />be located in areas where disturbance by ongoing operations will be minimized. Please depict the location of <br />all topsoil and overburden piles on the map(s) and explain how the piles will be protected from the active <br />mining operation. In addition, please state the seed mixture that will be used to stabilize the piles and the rate <br />of seeding in PLS/acre. <br />4. Please describe all haul roads that will be utilized for the mining operation. Rule 6.3.3(8) requires the <br />applicant to specify the dimensions of any existing or proposed roads that will be used for the mining <br />operation. Any improvements necessary on existing roads and the specifications to be used in the <br />construction of the new roads needs to be described in the permit and included as part of the permitted <br />acreage. The applicant will also need to address reclamation of any new or improved roads constructed on <br />site. <br />5. Please list and locate on the applicable exhibit all structures that will be constructed on site (i.e. plants, <br />offices, trailers, tanks, fueling station structures etc...) and provide their associated dimensions and <br />composition in order to accurately estimate a cost for removal in the reclamation bond estimate. <br />Office of Office of <br />Mined Land Reclamation Denver • Grand Junction • Durango Active and Inactive Mines
