Whirlwind Mine Materials Containment Plan <br />30100 5110 Road Revision 2 <br />Gateway, Colorado 81522 <br /> <br />• <br />1.0 INTRODUCTION <br />Energy Fuels Resources Corporation (Energy Fuels) is reopening and rehabilitating two <br />underground uranium mines, the Urantah Decline and the Packrat Mine, as a combined <br />operation called the Whirlwind Mine. The Whirlwind Mine is located approximately 5 <br />miles southwest of Gateway, Colorado in Mesa County. Refer to Figure 1 for the layout of <br />the Whirlwind Mine Site. <br />Mine dewatering is required as part of the mine rehabilitation process. The mine water is <br />required to be treated prior to surface discharge into the middle fork of Lumsden Creek, <br />located adjacent to the surface facilities at the Whirlwind Portal. Lumsden Creek is an <br />ephemeral drainage that ultimately drains to the Dolores River, approximately 4.3 miles <br />northeast of the mine site. Use of the treatment system located on-site is permitted under <br />the Colorado Discharge Permit System (CDPS), Permit Number CO-0047562. This <br />discharge permit requires preparation of a Materials Containment Plan for the as-built <br />configuration of the treatment plant and mine site. <br />The Materials Containment Plan has been prepared to provide employees at the Whirlwind <br />Mine site the necessary information to store, handle, and provide expedient and complete <br />response to spills of materials that may cause harm to employees, the public, or the <br />environment. For the purpose of this plan a spill is defined as "The unintentional release of <br />a material in use, process, or storage at the Whirlwind Mine that may result in a significant <br />adverse impact on the environment.
