SPILL RESPONSE PROCEDURES <br />Appropriate actions to control, contain, remove, and clean-up spills are to begin <br />immediately whenever a spill is reported by an employee. The immediate responsibility <br />for these actions rests with the ranking company employee on the scene. Responsibility <br />will move to higher levels of management depending upon the size of the spill, the ability <br />of facility personnel to control it and the potential for damage. See Section 8, "Spill <br />Reporting" for contacts and telephone numbers. <br />Levels of Responsibility: <br />Small Spill (25 gallons or less) - The Mine Foreman and mine employees will be <br />responsible for containing and cleaning up the oil using a spill containment kit. <br />Large Spill (greater than 25 gallons) - In the event of a large spill, the Mine Foreman will <br />direct use of heavy equipment to provide berming and other earthmoving activities as <br />needed to contain the spill. <br />Responsibilities for actions to be taken in the event of a spill are listed in Table 1 on the <br />next page. <br />Spill Response Procedures: <br />1. Notify the Mine Foreman immediately of any oil spill. <br />2. If possible, stop the source of the spill by closing valves or transferring the <br /> product to another container. <br />3. Eliminate all potential ignition sources. If necessary, notify the local fire <br /> department. <br />4. Use the spill containment kit materials to contain the spill through the deployment <br /> of absorbent material and/or sorbent socks and pads. <br />5. The spill must be arrested before reaching waters of the State. Use of on-site <br /> heavy equipment to provide berming and other earthmoving activities may be <br /> necessary for large spills. <br />6. Once the spill has been contained, the used spill kit materials must be cleaned up <br /> and properly disposed by placing them in open drums and labeling them for <br /> appropriate off-site disposal; and <br />7. The spill and cleanup operations and decisions must be documented using the <br /> Spill Report Form in Appendix B. The form should be copied and completed <br /> whenever a spill occurs. The completed form should be kept onsite with this plan. <br />If a spill exceeds 25 gallons or has the potential to adversely affect surface waters, then <br />the appropriate regulatory agencies must be notified within 24 hours of the spill (See <br />Section 8). A written follow-up report may also be required in some cases. <br />• <br />10
