PREVENTIVE MAINTENANCE <br />The following procedures have been established as a preventive maintenance and <br />pollution prevention tool. The objectives of these procedures are to maintain equipment <br />in optimal working condition and to prevent the risk of a potential release to the <br />environment. When a problem is detected it is to be immediately corrected. <br />4.1 Tank and Containment System Integrity <br />The aboveground storage tanks and associated piping, valves, and dispensers will be <br />informally inspected on a daily basis during use. In addition, the tanks and tank <br />components will be formally inspected on a monthly, quarterly, and annual basis. Refer <br />to inspection procedures in Section 4 of Appendix A. Any visible discharge of fuel or oil <br />shall be promptly cleaned up and properly disposed of in accordance with applicable <br />federal and state regulations. Any detected leaks shall be promptly corrected through <br />repairs or replacement of the defective component(s). <br />In addition to visual inspections, non-destructive shell integrity testing such as <br />hydrostatic, radiographic, acoustic emissions, or ultrasonic testing will be performed for <br />tanks (1) that are 10-years old or greater, (2) showing evidence of significant pitting or <br />corrosion, (3) partially buried in the ground (4) or having been recently repaired. Tanks <br />that are less than 10-years old and installed completely above the ground surface where <br />0 the entire tank surface can be readily observed, do not require additional shell testing <br />unless there is evidence of tank deterioration. The approximate age of each tank is listed <br />in Section 3. All tanks at the Whirlwind Mine are less than 1 year old and installed <br />completely above ground. <br />Integrity testing will be performed by qualified tank inspectors certified by the American <br />Petroleum Institute (API), and/or the Steel Tank Institute (STI), or equivalent. Follow-up <br />testing will be performed at the frequency indicated by the initial test results and the <br />applicable standard (e.g., API 653 or 575, STI SP001-00). Written and signed <br />documentation of inspection results shall be kept with this plan. The AST Periodic <br />Inspection Checklist provided in Appendix B may be copied and used to record <br />inspection results. <br />4.2 Security <br />Depending on production needs, the mine may operate as often as 24 hours per day, 5 <br />days per week. The mine facility is occupied at a minimum from 6:30 AM to 4:00 PM <br />Monday through Friday, excluding holidays. The gates are locked during non- <br />operational hours and protected by security personnel, which is designed to prevent <br />unauthorized access to petroleum products and vandalism. <br />0
