Topsoil available for salvage along the <br />' highwall top is minimal, but when encountered it will be windrowed to facilitate <br />reapplication in its original location. <br />(ii) Rule: state at what point in the mining plan the site will be seeded. Explain how <br />the seedbed will be prepared to eliminate compacted conditions (e.g., plowed, <br />chiseled, disced). State the type, application rate, and soil incorporation methods <br />of fertilizer application, if any. NOTE: Soil amendments shall only be applied <br />' where soil tests indicate nutrient deficiencies for the plant species to be <br />established. <br />' Response: Seeding of the site will occur in the fall of 2013, following the <br />cessation of mining in June, and the subsequent grading and topsoil application. <br />Seed bed preparation will occur in late summer and will consist of using <br />equipment shovels and tracks to fluff and make irregularities in the soil. No <br />fertilizer use is planned at this time. <br />(iii) Rule: state the grass, forb, shrub and tree species to be planted and the <br />applicable quantities. Specify the quantity of each grass and forb species as <br />pounds of pure live seed per acre (Ibs pis/acre). <br />' Response: A table of grass, forb, shrub and tree species to be planted and their <br />applicable quantities is presented in the Reclamation Plan (Exhibit E). The <br />quantity of seed estimated is high based on the anticipated poor quality of seed <br />bed material following mining; however, seeding will be attempted on less than <br />favorable rocky areas accounting for the higher quantity of seed. <br />1 (iv) Rule: specify the application method for grass and forb seeding. If the seed is to <br />be broadcast, the application rate shall be twice the rate required for seed <br />drilling. If the seedbed has not been adequately roughened prior to seeding, the <br />seed shall be raked or harrowed after broadcast application. <br />Response: Seed will be broadcast at the rate of 10.5 Ibs pls/ac at 1/4 inch to '/z <br />inch depth. <br />(v) Rule: if a mulch is needed, specify the kind to be used, the crimping method, and <br />rate of application. <br />Response: The borrow pit bottom will have certified weed free straw applied <br />using either a tackifier or crimp disk to secure. The pit margins and bench <br />adjoining the highwall slopes will have straw applied using a tacifier to secure. <br />(vi) Rule: explain the establishment methods for each species of shrub and/or tree, <br />and state the number of each to be established per acre. <br />Response: No shrub or tree introduction is proposed. <br />(D) Rule: Specify which ponds, streams, roads and buildings, if any, will remain after <br />reclamation. These features must be shown on the Exhibit E - Map. If ponds are part of <br />the Reclamation Plan, slopes from 5 vertical feet above to 10 vertical feet below the <br />Tetra Tech April 2008 (July 2008 Application Amendment Page) 13
