Specifically: <br /> "What was the source of the funds?" The source of funds for Colorado's Inactive Mine <br /> Reclamation Program is fees paid by current coal mine operations. These fees are placed <br /> in a trust fund by the federal Office of Surface Mining and distributed to eligible state and <br /> Tribal programs through grants. <br /> "Were these funds a specific Title?" Yes, these funds are addressed in Title IV (30 U.S.C. <br /> 1231,-et seq.)-of the Surface Mining Control and Reclamation Act of 1977 (SMCRA). - <br /> "Are there any restrictions for the use of these funds?"
