BOWIE RESOURCES, LLC <br />Bowie No. 1 Mine <br />Coal Mine Waste Bank Inspection - 2nd Quarter 2008 <br />On July 2, 2008, 1 performed a quarterly visual inspection of the Bowie No. 1 Mine coal <br />mine waste bank in accordance with Rule 4.10.2. <br />I, J. E. Stover, P.E., have a wide variety of experience in the design and construction of <br />earth fill embankments. Nothing was observed during the inspection that would indicate <br />the pile has a potential for failure. The pile and surrounding areas were dry. No <br />seepage or spoil springs were noted around the pile. There were no drainage <br />_ alterations and no new bench construction. No topsoil was salvaged during the quarter. <br />The coal mine waste bank is filled to capacity and has been covered with at least 3.5 <br />feet of non-toxic material. No additional coal mine wasted will be placed in the pile. <br />The design of the waste disposal area is presented in Volume 6A. To the best of my <br />knowledge and belief, based on my inspection of the pile and previous inspections by <br />professional engineers, the coal mine waste bank has been constructed in accordance <br />with the approved plan. <br />The pile is located in a remote area well away from human habitation. A failure of the <br />pile might damage the mine haul road located below the pile. However, a failure of the <br />pile would probably not be a hazard to human life. <br />Recommend maintenance: None <br />011W3 ? <br />0 <br />o Q Sto Gf Date
