Coal Refuse, Linden Avenue Railroad Loadout,
Trinidad Basin Mine, Revoked Permit No. C-81-048 .
Dear Mr. Forlina:
This letter is in response to our recent phone conversation.
The Division of Minerals and Geology is seeking a disposal site
near Trinidad, Colorado for approximately 16, 000 cubic yards of
coal refuse. The refuse may result from reclamation activities
proposed for a rail yard loading area associated with a revoked
coal mining permit. Currently the material exists as an 8-inch
deep layer of residual coal lying adjacent to a rail line located
within Trinidad city limits.
For your records, I have enclosed copies of two maps, one showing
the location of the loadout within Trinidad and the other of the
loadout itself. Field inspection reports document that the mining
related structures and coal stockpiles had been removed and the
area graded flat in 1986 . A sediment containment berm was .left
along the boundary bordering "John' s Ditch" to keep surface
drainage from entering the ditch directly. Currently there exists
stockpiles of earthen material, discarded railroad ties and debris
on site at the location where the coal crusher and ramp previously
existed. The Santa Fe Railway has verbally assumed responsibility
for these stockpiles.
Recently you had inquired as to the nature of the material and
suggested that the material be sampled and analyzed in order to
determine its classification. Any specific comments or suggestions
that you could offer concerning the sampling and analysis of this
material would be appreciated.
