NOV CV-2008-001 <br />Abatement Step 2 Time Extension <br />Page 2 <br />of the test holes so thatgrounciwater levels and soil movement can be monitored The test holes will be drilled with an all terrain <br />drill ri g using 4-inch diameter continuous flight augers. <br />2) Conduct alaboratory-testing program to determine the strength, compressibility or swell characteristics, classification and <br />permeability of the soil and bedrock materials obtained. from the site. <br />3) Analyse the results of the field and laboratory investigations so that we can provide alternatives for repairing and/ or stabilising the <br />existing slope failure. <br />4) Prepare a final report that will summarize the data obtained and present our conclusions and recommendations for stabilizing the <br />slope. The field work and report preparation will be conducted under the direct supervision of a registered professional engineer <br />Schedule. - - - <br />We (NWCC) can initiate the field investigation within 4 weeks of beinggiven notice to proceed However, the site will need to dry out <br />significantly before the site can be accessed, even with tracked equipment. We anticipate that it will take 3 to 6 days to complete the <br />drilling of the test holes and excavation of the test pits. We anticipate that the final report should be completed within 3 to S weeks after <br />the laboratory investigation is completed It should be noted that it will take approximately 2 to 4 weeks to complete the laboratory <br />testing. <br />The notice to proceed was issued by SCC on 6/1/08. Test pits (5) were excavated with a trackhoe and samples <br />collected on June 23rd . Between June 30th and July 2nd, 8 test holes were drilled, logged, sampled and surveyed for <br />location. <br />Review of the schedule above, provided by the certified geotechnical engineer (NWCC), indicates that under the ost <br />optimal conditions, the technical revision application cannot be prepared and submitted before September 2nd, <br />SCC has very little control over the scheduling by the laboratory or the geotechnical engineering firm, especially since <br />this is construction season in Northwest Colorado and most projects have been scheduled months ahead of time. <br />Therefore, SCC requests that the deadline for submittal of the required technical revision be extended to meet the <br />schedule discussed above <br />If there are questions or comments regarding this letter, please contact me at (970) 276-5217 or (970) 846-3648. <br />Sincerely, <br />4oy, Karo <br />Reclamation Manager <br />Seneca Coal Company <br />cc: Sandra Brown (DRMS) <br />Brian Dunfee (PIC) <br />Scott Belden (PIC)
