III. COMMENTS - COMPLIANCE <br /> Below are comments on the inspection. The comments include discussion of observations <br /> made during the inspection. Comments also describe any enforcement actions taken during <br /> the inspection and the facts or evidence supporting the enforcement action. <br /> Twin Pine C-1983-058 <br /> 24 June 2008 <br /> Pg 1/2 <br /> This was a partial inspection of the Twin Pines Mine conducted by Jim Stark of CDMG. <br /> The inspection was conducted on the afternoon/evening of 24 June 2008 and the <br /> morning of 25 June 2008. This was an inspection of the Tipple/Coal Sales area for the <br /> express purpose of determining whether or not any open wells remained at the site. <br /> This is a revoked site. The bond for this site was forfeited after reclamation was <br /> completed. The weather was hot and sunny and the ground was dry. <br /> Signs and Markers: - There is still a mine ID sign up at the entrance to the Tipple/Coal <br /> Sales area, albeit in very bad shape. There is not a sign identifying the site as a <br /> CDRMS reclamation site. <br /> Roads: - The road to the site is a county road. On this inspection the existing drill hole <br /> road above the area was walked (see attached GPS map). This road is covered with <br /> vegetation and is only visible because the road bed was not reclaimed. The road <br /> was in good shape and appeared to be stable. There were no erosional problems <br /> noted on the drill hole road. <br /> Hydrologic Balance: - The sediment pond at the Tipple/Coal Sales area was dry at <br /> the time of the inspection. The embankment was well vegetated and appeared <br /> stable. No erosional problems were noted on the pond embankment. <br /> - The area in and surrounding the Tipple/Coal Sales area was walked in an attempt <br /> to find any remaining drill holes or wells. There were four markers that were found but <br /> there was no indication on the markers what the holes were (see attached GPS <br /> map). In addition to these four markers, there is one remaining casing at the back of <br /> the disturbed area. The casing is six-inches in diameter and extends approximately <br /> six-feet above the regraded ground level. The top of the casing is welded shut. <br /> Based on the positioning of the drill hole road relative to this casing, it is, in all <br /> likelihood, not a well. It may be a vent pipe for an opening into the old workings. <br /> - With regards to the possibility of remaining wells at the site that need to be sealed, I <br /> think that it is highly unlikely that any exist. The 'Y' labeled "Fence Post Marker" <br /> roughly correlates with the position of the TPW-1 monitoring well at the site. The <br /> sealed 6" casing roughly correlates with the conveyor entry that was at the <br /> Tipple/Coal Sales area. The other three sealed well markers roughly correlate with <br /> drill holes that were either drilled at the site or proposed. I do not think that any <br /> further action regarding wells needs to be taken at the Twin Pines Mine. <br /> Backfilling and Grading: - The backfilled and regraded Tipple/Coal Sales area <br /> remains stable. No erosional problems were noted on the site. The highwall that <br /> remains along the back edge of the site also remains stable. <br />
