III. COMMENTS -COMPLIANCE <br /> Below are comments on the inspection. The comments include discussion of observations made <br /> during the inspection. Comments also describe any enforcement actions taken during the inspection <br /> and the facts or evidence supporting the enforcement action. <br /> This was a partial inspection of the Bowie No. 1 Mine (Permit No. C-1981-008) conducted by <br /> Marcia Talvitie of the Colorado DRMS on May 19-20, 2008. Basil Bear was contacted at the <br /> office on May 20th. No representative of the operator was present during the field inspection. <br /> Reclamation Activities at East Mine <br /> No activity was occurring at the ROM Pile at the time of the inspection. The northern end of the <br /> West Ridge Waste Pile, which had previously received material transported from the ROM Pile, <br /> had been covered over and graded (Figure 1), although no seeding had yet occurred. Portions <br /> of the haul road from the mine entrance to the West Ridge Waste Pile were exhibiting signs of <br /> severe pavement distress, due to the weight of the loaded haul trucks. <br /> Slope backfill work was continuing on the various benches of the East Mine (Figure 2). The <br /> elevation of the Portal Bench had been raised an estimated 15 feet since reclamation work <br /> began (Figure 3). According to the superintendent, material hauls are being held to the shortest <br /> distance possible for reasons of efficiency. <br /> West Mine <br /> The West Mine was accessible by vehicle. The operator stated that he has been spraying for <br /> weeds at the site, and that their summer work crews would be coming on shortly to help with silt <br /> fence repair and other miscellaneous tasks. Vegetation on the reclaimed slope was greening <br /> up (Figure 4). Elk tracks were plentiful, and a kestrel was observed flying overhead. Pond W-1 <br /> was dry. <br /> Well Field <br /> The snow observed during the previous month's inspection had melted completely, and there <br /> was no longer any flow coming from the culvert pipe that passes beneath Stephens Gulch <br /> Road. New survey pins and stakes were observed along the west side of the topsoil pile. Their <br /> purpose is unknown. <br /> TR-49 <br /> BRL has submitted an application for TR-49, which includes two new exploration holes and <br /> associated temporary disturbance for their construction. The existing light use road which will be <br /> upgraded to access the westernmost exploration hole could be observed from Stephens Gulch <br /> Road, but its condition was too muddy to permit vehicular access. <br /> Bowie No. 1 Mine C-1981-038 20-May-2008 <br /> -1- <br />
