Palmer Pipe & Construction <br />Application for Limited Impact Permit <br />Narrative <br />Pat Palmer, Owner, Palmer Pipe & Construction (970-946-5920, 381 Ute Junction Circle, <br />Durango, CO 81303), has filed an application for a Construction Materials, Limited Impact <br />(110) Reclamation Permit with the Colorado Mined Land Reclamation Board under provisions <br />of the Colorado Land Reclamation Act for the Extraction of Construction Materials. The <br />proposed mine area is located on his property at 1810 CR 308, Durango, CO, SW 1/4, <br />Section 19, T 34 N, R 8 W, N.M.P.M. The property consists of 85.03 acres and the <br />affected acreage is less than two acre. <br />The purpose of the mining activity and permit application is as a result of the BP gas well <br />expansion on the existing well pad located in the NE corner of the subject property. The <br />expansion created a large amount of material that needed to be utilized elsewhere on the <br />property or removed. This material has already been excavated. Palmer Pipe and <br />Construction used a portion of the material to construct the approved subdivision <br />roadways. The leftover material is to be crushed and removed by being sold to others. <br />The scope of the project is finite. Once the existing pile has been removed there will be <br />no additional activity and the permit will cease. There will be no additional mining or <br />crushing and there will be no large gravel trucks continuing to use the county roads. <br />The amount of material removed was originally approximately 20,000 CY. The subdivision <br />road improvements required approximately 5,300 CY and the remaining approximately <br />14,700 CY is the subject of this application. <br />The proposed date of commencement for removal of material was May 2008 when BP was <br />to begin operations to excavate additional pad area. BP is responsible for all excavation <br />and reclamation of the site. The proposed date of commencement for crushing the gravel <br />is June 2008 and proposed date for sale of leftover material is July 2008 or after this <br />permit has been approved. It is anticipated that sale of the material would occur during <br />July, August and Sept. 2008 and would be completed by Oct 2008. <br />The proposed future use of the land is not a proposal and both the BP well expansion and <br />the Fork Horn Mesa Subdivision are already fully approved projects through the La Plata <br />County Planning Dept and Board of County Commissioners and no part of either project will <br />change as a result of this proposed action. BP will reclaim the land to the existing use per <br />agreement with both the surface owner and La Plata County. <br />
