E <br />All tanks and ongoing procedures for inspections and maintenance will be in compliance with <br />the SPCC plan for the site. To further protect hydrologic balance, tank and ground inspections <br />will occur daily on site. If any fuel spill is encountered, the material will be removed from the <br />site, as stated in the SPCC plan. Also, the Division will be notified in the case of a spill. Upon <br />final reclamation, all equipment will be removed from the site. <br />All existing fencing will stay in place. Any new fencing will be installed according to the <br />Division of Wildlife's specifications. No problems with vandalism are expected. <br />The operator commits to clearly marking the permit boundary with stakes surveyed on site. The <br />site will use all existing roads to haul the product to its final destination. It is planned that the <br />material may be used to make asphalt or provide new base material for new roads within a <br />reasonable distance to the site. <br />• One main road will be present in the permit area and will change locations in the pit as mining <br />progresses. This road will access Highway 90 to the south. Between the highway and the permit <br />boundary, the road will remain one way. After the road enters the permit area it will be widened <br />to facilitate two way traffic and will gradually descend into the pit. <br />4. Topsoil and Overburden Handling <br />The existing topsoil/overburden stockpile in the southern portion of the permit area will be used <br />to reclaim the site. This stockpile is located partly inside and partly outside of the permit area, <br />resulting in only a portion of the pile being available for use. This was necessary since the <br />permittee does not have access to BLM land for these activities. Salvaged topsoil will be used in <br />conjunction with overburden to make a thicker (approximately 8-12 inches) soil layer conductive <br />to vegetation growth. <br />Further details of overburden and topsoil re-distribution are discussed in Exhibit D: <br />Reclamation Plan. <br />• <br />Pinion Ridge Pit, June 2008 C-5
