III. COMMENTS -COMPLIANCE <br /> Below are comments on the inspection. The comments include discussion of observations made <br /> during the inspection. Comments also describe any enforcement actions taken during the inspection <br /> and the facts or evidence supporting the enforcement action. <br /> This was a complete inspection conducted by Kent Gorham of the Colorado Division of <br /> Reclamation, Mining, and Safety (Division). This processing and loadout site has been <br /> inactive since June 2001 after the closure of the Lorencito Mine (#C-96-084). Ground <br /> conditions on this day were very dry and the weather was hot and windy. <br /> Availability of Records <br /> The public copy of the mine records is kept at the office of Peak Project Management (PPM). <br /> The contact, address, and phone number for PPM is Ron Thompson, Peak Project <br /> Management, 34115 County Road 20.8, Trinidad, CO 81082, 719-846-4975. Records were <br /> found in compliance as detailed on page 2a of this report <br /> Hydrologic Balance <br /> Dry conditions have prevailed this spring. Moisture would be very beneficial. With the <br /> exception of pond 8 below the RDA, ponds and containments are effectively dry. Ditches <br /> and culverts remain in functional condition site-wide. <br /> Processing Waste <br /> The Refuse Disposal Area (RDA) and the Development Waste Pile (DWP) both appeared in <br /> good condition with no sign of slumping, seeps, or damage of any kind. Reclaimed portions <br /> are generally well vegetated, especially older areas. Drainage diversion appears to be <br /> functioning as designed. <br /> Support Facilities <br /> The operator was doing some <br /> clean up work in a storage <br /> area between the dewatering <br /> location and the large East <br /> Portal substation in <br /> preparation for future <br /> operations. <br /> Revegetation <br /> Areas reclaimed 4-5 years <br /> ago (at right) are showing <br /> good establishment of <br /> grasses and forbs. Weed <br /> control activities were also noted at the West Portal area as approved. <br /> Overall, the site appeared in good condition for the late spring season. <br /> 3 <br />
