III. COMMENTS - COMPLIANCE <br /> Below are comments on the inspection. The comments include discussion of observations made <br /> during the inspection. Comments also describe any enforcement actions taken during the <br /> inspection and the facts or evidence supporting the enforcement action. <br /> This was a complete inspection conducted by Janet Binns and Dan Hernandez of CDRMS. The Grassy Gap mine is a <br /> reclaimed surface mine. The mine pennit and reclamation liability bond have been revoked by DRMS. <br /> On June 11,2008, DRMS notified the Cross Mountain Ranch, Ranch Manager, Bemerd Peterson,that the Division <br /> would be conducting an inspection of the site. A work crew was on site at the oil well along the mine access road. <br /> fhe oil and gas operation has re-established the ditch at the northwest of the oil tank area. <br /> Signs&Markers: The Division removed the two revoked mine identification signs located along the access road to <br /> Pit 4 and along the access to road to Pit 5. <br /> Hydrologic Balance: Pit 5 spoil spring flow was flowing to Pond S. The Pit 5 pond holding clear water and was <br /> discharging. Pond 5 embankment appears stable and the spillway is holding up without evidence of gullying. <br /> Pond 4 was holding a small pool of water. The water appeared relatively clear and was not discharging. The <br /> embankment looks stable with no evidence of erosion of the embankment.The northwestern collection ditch at pit 4 <br /> has breached adjacent to the pit 4 access road. Runoff from this collection ditch is now routed down the access road. <br /> The natural spring along access road across from the turnoff for Pit 2/3 access road was flowing. <br /> Reverretation: The vegetation was green and growing well. The area has not yet been grazed by livestock this spring. <br /> Forbs and flowering shrubs were in flower at the time of the inspection. Few noxious species were observed. <br /> Slides and damage: The land slide west of Pond 4 appears to have stabilized. No recent movement was apparent <br /> and vegetation has healed the slide scarp. No new slides were observed. <br /> Reclamation Success.: All reclaimed Pits 1, 2/3,4,5 and 6 had good vegetation growing. With the exception of the <br /> Collection ditch at Pit 4,erosional features were minimal on the reclaimed areas. Gullying appeared confined to <br /> roadways but the pits were still accessible via the permanent roads. The reclaimed areas continue to recover in spite <br /> of continued heavy grazing each summer. <br /> x <br /> Pit 4 <br /> Pit 5 <br />
