III. COMMENTS - COMPLIANCE <br /> Below are comments on the inspection. The comments include discussion of observations made <br /> during the inspection. Comments also describe any enforcement actions taken during the inspection <br /> and the facts or evidence supporting the enforcement action. <br /> • There was evidence of instability on a steep segment of cut slope on the reduced width Road "J", <br /> immediately to the north of the 016 and 016A Sediment Ponds. There was a semicircular crack or <br /> minor scarp approximately 60 to 70 feet across. The toe of the slope was saturated, and there <br /> appeared to be a small snow drift remnant. Remedial grading and possible installation of a buried rock <br /> drain at the toe may be warranted; <br /> • Some rill and gully erosion was noted in the southern portion of the 016 watershed, in the vicinity of <br /> Stock Pond 26 and the adjacent fenced shrub planting area. Most of the erosion appeared to be <br /> associated with runoff from a recently constructed segment of light use road. Some repair work had <br /> recently been initiated, and equipment and personnel were on site installing TRM liner along a segment <br /> of Channel PM-2A, immediately upstream and downstream of the nearby Stock Pond T-27. Further <br /> erosion repair would appear to be necessary in the vicinity of the light use road, and additional water <br /> bars may be warranted along the section of the road through the upper 016 watershed; <br /> • Snow had apparently very recently melted off the slopes in the reclaimed 017 watershed. No significant <br /> problems were evident; although there was an apparent settling crack in one location, along the slope <br /> north of the upper-most segment of PM-1A. Remedial grading to cover over the crack would appear to <br /> be warranted. <br /> 4 <br />
