M. COMMENTS-COMPLIANCE <br /> Below are comments on the inspection. The comments include discussion of observations made during the <br /> inspection. Comments also describe any enforcement actions taken during the inspection and the facts or <br /> evidence supporting the enforcement action. <br /> This was a partial inspection of the Munger Canyon Mine conducted by Mike Boulay of the DRMS <br /> Grand Junction Field Office on May 30, 2008. I was not accompanied by an operator representative <br /> during the inspection. Weather conditions were warm, clear and dry. Ground conditions were dry. <br /> The majority of the mine site is reclaimed and there was no activity at the site during the inspection. <br /> Roads <br /> The access road to the mine site was dry and the road was generally in good condition. No problems <br /> were noted along its entire length up to the former portal bench access road. <br /> Hydrologic Balance <br /> East Salt Creek was flowing with turbid water due to snow melt runoff. Ditches and culverts <br /> associated with the reclaimed waste disposal site, cover soil stockpile site, and the topsoil stockpile <br /> locations were in good condition and maintained. The waste disposal area sediment pond was dry. <br /> The inlet and discharge structures were stable. A large topsoil pile sign was lying in the sediment <br /> pond. I removed the sign and brought it to the mine office. <br /> Backfill and Grading <br /> The lower portion of the reclaimed portal access road was inspected. The permanent riprap drainage <br /> channels along the lower to mid-section of the reclaimed portal access road were stable and <br /> functioning well. No signs of significant erosion or instability were noted during this inspection. <br /> Quick-Gaurd annual cover crop was growing very well on the reclaimed portal access, waste disposal <br /> site, and cover soil and topsoil pile locations. See attached photos at the end of this inspection report. <br /> Fish&Wildlife <br /> Elk and deer scat were present in a significant amount on the reclaimed portal access road. No other <br /> sign of elk or deer were seen elsewhere at the mine site. <br /> Reve etg_ation <br /> Whitetop was identified near the groundwater monitoring well located between the waste pile and the <br /> cover soil pile. Please spot spray this location to control the growth of this troublesome weed. <br />
