III. COMMENTS -COMPLIANCE <br /> Below are comments on the inspection. The comments include discussion of observations made <br /> during the inspection. Comments also describe any enforcement actions taken during the inspection <br /> and the facts or evidence supporting the enforcement action. <br /> This was an aerial inspection flown by Harry Ranney of the Colorado Division of Reclamation, Mining <br /> and Safety (Division). Oblique aerial photographs were taken on May 29, 2008 and reviewed in the <br /> office by Jason Musick of the Division on May 30, 2008. Photos taken are provided at the end of the <br /> report. No problems were identified in the photographs. <br /> Roads <br /> The life-of-mine haul road to the north of F-Pit and the F-Pit haul road appeared to be stable with no <br /> problems noted in the aerial photographs. The life-of-mine road that was damaged in the small Z Pit <br /> spoil pile slide appeared to be properly repaired with no problems noted. All access roads and light- <br /> use roads identified in the aerial photographs appeared to be well maintained and stable with no signs <br /> of damage and no problems noted. <br /> Hydrologic Balance <br /> The aerial photographs showed no signs of water erosion in the drainages to the middle flume <br /> impoundment. There appeared to be standing water in Middle Flume, East Middle Flume and East <br /> Flume ponds. The pond embankments appeared stable and in compliance with no problems noted. <br /> There did not appear to be any signs of substantial run-off to the ponds or throughout the site <br /> displayed in the aerial photographs. <br /> Slides and Damage <br /> Trapper Mine experienced a small slide event on 4/13/08 which affected two haul roads and -.5 acres <br /> of reclamation which hasn't been released north of the life of mine road. This slide included the spoil <br /> pile north of the Z-dip area. It is assumed that this slide was cause by saturation of the spoil during <br /> spring run-off. The slide area appeared stable in and around the haul roads. The Z-dip haul road will <br /> be relocated. No further signs of instability were noted in the aerial photographs. <br /> The major slide event to the east of Z-pit appears to be stable with no signs of movement. <br /> General Mine Plan Compliance <br /> Trapper Mine continues to work in the F-pit and the Z-pit. Currently two draglines are working <br /> simultaneously in the F-pit while one dragline is working in z-strike. No problems were noted in the <br /> aerial photographs and the mine appears to be operating as permitted. <br />
