Simpson, P.E. <br />State Engineer <br />James R. Hall, P.E. <br />Division One Engineer <br />The purpose of this letter is to approve the lining of the above referenced site. This storage site <br />consists of a lined gravel pit cell, known as South Cell, located in the southern % to 213 of this <br />mining area. The northern portion of this mining area is still being actively mined and has not <br />been tested. <br />This approval is based on the site inspection conducted on March 31, 2006 and on the information <br />provided by you under cover letters dated February 13, May 23, June 22 and July 13, 2006. The <br />estimated site inflow from precipitation and groundwater seepage as well as the outflow due to <br />evaporation and pumping indicate that this site has been lined to the design standard <br />referenced in the August, 1999 State Engineer Guidelines for Lining Criteria for Gravel Pits. <br />Meeting the design standard requires that all water inflows and outflows for this site must <br />be accounted for on at least a monthly basis. <br />Please call me if you have any questions. <br />Sincerely, <br />David L.
