Rd. 65 <br /> Personnel access to the mine facilities from Highway 64 is provided via County <br /> Road 65 northwest to the refuse haul/plant access road, which runs south to <br /> the D-Portal area. The pe'rmittee has completed construction of the refuse <br /> haul road from the D-Portal area north to the refuse disposal Area along 3 <br /> miles of County Road 78, which was described in the original permit <br /> application as an "unimpro,ved dirt road". The permittee has also upgraded <br /> County Road 65 from just south of the White River to its junction with the <br /> refuse haul plant access road. Additionally, a separate mine access road has <br /> been constructed parallel to the refuse haul road from the junction with <br /> • County Road 65 to the D-Postal facility. <br /> The permittee constructed the refuse haul road and access roads to the water <br /> storage tanks, the alluvial wells on the White River, the ventilation entry, <br /> the explosives storage area, and the railroad loadout in accordance with Rule <br /> 4.03.2 of the Colorado Regulatory Program due to the long duration of use over <br /> the life of the mine. A maintenance road has been built parallel to the <br /> overland conveyor which connects the preparation plant with the railroad <br /> storage area. The permittee anticipates that use of this road will be in <br /> frequent; therefore it is classified as a light-duty road. The permittee also <br /> has completed upgrading work on County Road 65 according to specifications for <br /> access roads. Locations of all the roads have not been shown on one map, but <br /> the permitter--has provided excellent engineering designs for these roads (Maps <br /> 35, 53, 54, 56-57, 88, 91 ,' 93-100, 106-113), from which location information <br /> can be inferred. <br /> The permittee has stated that because the refuse haul road north of County <br /> Road 65 will partially replace an existing unimproved road, this portion of <br /> the haul road will be only partially reclaimed at the cessation of mining <br /> operations. The road will be reduced to one-half its proposed width when it <br /> is no longer needed for hauling refuse, and the remaining half will be <br /> properly reclaimed. The permittee states that a request to BLM and Rio Blanco <br /> County will be made at the time of cessation of mining operations for <br /> permission to only partially reclaim the haul road <br /> The remaining portion of the haul road and all other access and light-duty <br /> roads will be reclaimed at the end of the operation by removing ditches, <br /> culverts, and surface materials, regrading to the approximate original <br /> contour, replacing of topsoil and subsequent revegetation. Existing and <br /> improved sections of County Road 65 will not be reclaimed at the cessation of <br /> mining. The permittee proposes to transport coal from the 0-Portal through <br />
