-39- <br /> Bonanza Power Plant in Vernal , Utah. A 40,000 ton capacity coal storage <br /> facility is located approximately .3 miles south of the rail loadout along the <br /> overland conveyor route. <br /> Coal processing waste generated by the wash plant facility is trucked <br /> approximately 3.6 miles to the refuse disposal area located east of the rail <br /> loadout in the northern portion of the permit area. The refuse disposal area <br /> is comprised of nine separate subareas to be sequentially developed and <br /> reclaimed over the life of the operation. Non-coal solid wastes are disposed <br /> of at the Halandras garbage dump situated within the northwest portion of the <br /> permit area along County Road 65. <br /> Ventilation for the mine workings consists of a fan facility at the D-Portal <br /> area and a passive ventilation facility situated at the old Staley-Gordon mine <br /> site near the mouth of Scullion Gulch. Water supplies for the mining <br /> operation are obtained from an alluvial well pumping facility located at the <br /> confluence of Scullion gulch and the White River along County Road 65. <br /> Electrical power for the mining operation is provided by a 13.8kv H-frame <br /> powerline leading to the D-Portal from a substation near the alluvial well <br /> field. <br /> The operation is in compliance with the requirements of this section. <br /> XVI. Explosives - Rules 2.05.3(b) and 4.08 <br /> Information regarding the permittee's use of explosives at the Deserado Mine <br /> is presented in Section IV.B.5, of Volume 4 of the revised permit application. <br /> Surface blasting was conducted on the mine permit area incident to the mine <br /> rock tunnels excavation, for the site and road construction, and for some <br /> structure foundations in the D-Portal Area. Blasting occurred in the D-Portal <br /> Area during site and rock tunnel construction. Minor blasting was required <br /> during road construction. <br /> There are no operating underground mines in the vicinity which were affected <br /> by blasting._ <br /> All surface blasting has been completed at this time, and the operation is in <br /> compliance with the requirements of this section. <br /> XVII. Backfillin and; Gradin - Rules 2.05.3(6)(b), 2.05.3(9) , <br /> a c , 4.14 <br /> The general grading plan for construction of the Deserado Mine surface <br /> facilities is presented in Section IV.I, pages IV-66 to IV-69 of Volume 4 of <br /> the application. Backfilling of all surface facilities areas during final <br /> reclamation is discussed in Section V.G. , pages V-29 to V-32 of Volume 4. <br /> • Site grading for the D-Portal Area is depicted on Maps 24, 25, 26, 27, and 33 <br /> and on Map 80 for the Ventilation Entry. The grading plan for the water <br /> storage tank area is shown on Map 52 and on Map 90 for the alluvial well <br /> area. Maps 103a and 115 show the grading plans for the slot storage and rail <br /> loop facilities, respectively. <br />
