siiiiiiiiiiuiuiii RULE 2.04.1 - OB.TECTIVES The objectives of 2.04 are to ensure that each application provides the Division a complete and accurate description of the environmental resources that may be impacted or affected by proposed surface coal mining operations. RULE 2.04.2 -RESPONSIBILITIES fl) It is the responsibility of [he applicant to provide, except where specifically exempted, all information required by 2.04 in the application. RESPONSE Within [his Section of the permit revision application, Twentymile Coal Company (TCC) provides a complete and accurate description of the environmental resources that either have been or may be impacted or affected by [he underground mining operations and the associated surface activities. • RULE 2.04.3 - GENERAL REQUIREMENTS: SITE DESCRIPTION AND LAND USE INFORMATION (I) Each permit application shall include a description of the existine, preminin~ environmental resources ~ai[hin the proposed permit area and adjacent areas that may be affected or impacted by the proposed surface or underground mining activities. (2) The application shall contain a statement of the condition, capability, and productivity of the land within the proposed permit area, except for underground minim which shall cover only those areas affected or to be affected by surface operations and facilities, including: (a) A map, prepared according to the requirements of 2.10, and supporting narrative of the uses of the land existing at the time of the feline of [he application, in accordance with land use categories established in the land use definition in 1.04. If the premining use of the land was changed within the five years prior [o the date operations are proposed to begin, the historic use of the land shall also be described. (b) A narrative of land capability and productivity which analyzes the land-use description under 2.04.3(2) in conjunction with other environmental resources information required under 2.04.3. The narrative shall provide analyses of: (i) "fhe capability of the land before any minim to support a variety of uses, giving consideration to soil and foundation characteristics, topography, vegetative cover and the hydrology of the proposed permit area; and (ii) The productivity of the proposed permit area before mining expressed as average yield of food, fiber, forage, or wood products from such lands obtained under high levels of management.
