existing collection ditch in an area that has been previously reclaimed. The topsoil, approximately one foot in depth, will be salvaged and windrowed below the storage area. The windrowed topsoil will be seeded with the topsoil stockpile stabilization seed mixtwe. At the time of final reclamation, the topsoil will be redistributed over the site. Storage and Training Area Transfer The Storage and Training Area (ie: `Trudy's Comer') is located in both Section 31, Township 5 North, Range 86 West and Section 7, Township 4 North, Range 86 West and consists of 1.5 acres of distwbed azea, which was previously permitted under C 81-071 (CYCC). This azea was transferred to C-82-056 (TCC) for use as a storage facility and outside training area. Drainage control for this area is addressed by a Small Area Exemption, as discussed in Section 2.05.3(4). Reclamation of this area will occw when the area is no longer required for storage of materials and equipment. 1,210 CY of topsoil from piles 3 and 6 will be spread to a 6 inch depth over the area, followed by revegetation using a pastweland seed-mix (see Table 53). In order to facilitate material storage around the weld shop area two to three concrete pads, approximately 20'x60' x ]' will be constructed to the east of the shop. Pipe and other hard goods will be stored on these pads. Also, a .~ concrete apron will be constructed on the south side of the building to increase the utility of that storage area. The apron will be approximately 100' x 15' x 1'. When the pads and apron are no longer required they will be broken up and placed at the toe of the highwall. The location of the pads and apron is shown on Map 24. Material Disposal Area A solidified waste disposal azea is proposed near the low-quality coal stockpile. Materials to be buried in this area would be comprised primarily of hydrocarbon contaminated raterials (such as floor-dri) which are non-hazazdous and are solidified by mixing with cement. The solidified waste would be buried in the old spoils on the east storage pad (above the dry storage building) as shown on Map 24. Spoil material would be excavated to a depth of 5-10 feet, and would be set to the side until the solidified material had been placed into the excavation. The excess spoil material would then be used to backfill the remaining void and cap the solidified material. Any extra spoil material will either be stockpiled or spread across the pad area. Placement of the solidified material would likely progress along the pad from east to west, with placement occurring over a number of episodes. Once the azea has been utilized to the fullest extent possible, the area will have any piled excess spoil material remaining pushed out and leveled. The pad will be buried by spoil material during final reclamation operations for the portal area, and should not be subject to re-distwbance. The disposal area lies below the approved post-mining topography, and is located out of groundwater zones. Coal Mine Waste Disposal Area A coal mine waste disposal azea is proposed at the existing storage pad south of the low-quality coal stockpile. Materials to be buried in this area would be comprised of solid coal mine waste material. Spoil material would be excavated to a depth of 5-10 feet, and would be stored on the pad until the waste material had been placed in the excavation. The spoil material would then be used to backfill the remaining void and cap the waste material. Any excess spoil material would either be stockpiled or spread across the pad area. The pad will be buried by spoil material during final reclamation operations for the portal area, and should not be subject to re-distwbance. The disposal area lies below the approved post-mining topography, and is located out of groundwater zones. Coal Analysis Laboratory Building and Preparation Facility TCC is installing two trailers to provide in-house coal analysis east of the prep plant.
