Buildings <br />The original mine administrative office, a 60 x 36 foot modular trailer structure, was modified to allow for the cold <br />weather and heavy snow-load of the azea. That administrative structure contained eleven offices for the mine staff. <br />As the mine expanded, a new office/bathhouse complex was built to replace the modular trailers, as indicated on <br />Map 24, Surface Facilities. <br />In the interim, another administrative office was added for mine staff. The 36 x 56 foot trailer was located west of <br />the original administrative office. The trailer contained a bathroom and was hooked up to the existing septic and <br />water systems. Electrical power was supplied to the trailer by a transformer located on the east side of the trailer. <br />The location is shown on Map 24, Surface Facilities. In 1995, a temporary office trailer with dimensions of 24 x 66 <br />x 12 feet was leveled and blocked south of the administration building. There were no water and sewer hook-ups, <br />and a 40-foot long buried conduit brought in power from an existing transformer. The location is delineated on <br />Map 24. Bonding calculations addressing the temporary office trailer are presented on page 2.05-54(f)58. <br />Parking for the administrative staff and miners is located east of the bathhouses. In order to accommodate parking <br />requirement for mine employees and visitors, the layout of the parking area has been modified as shown on Map <br />24. As shown on the map, parking islands have been constructed to establish pazking corridors and walkways in <br />the parking azea. The parking islands have curbs made of railroad track and concrete light pedestals. Connections <br />from the light pedestals extend to elevated outlet boxes which provide cold-weather plug-ins in the pazking area. <br />Three additional parking islands were permitted and constructed in 1995, as shown on Map 24. The new parking <br />islands aze consistent in design with the existing islands. There aze two parking islands per line of cars. Each <br />island is equipped with 8 electrical receptacles hung on a one-rail structure supported by an oblong railroad rail <br />base. Bonding calculations addressing the new parking islands are presented in Appendix A. Drainage around the <br />parking area was modified as per the details provided on Map 24. The ditch between the current parking azea and <br />access road was filled and runoff will be directed into Ditches D-4 and G-4. The guard shack was converted into a <br />stomge building and it is located on the west end of the mobile equipment pazking/material storage yard. <br />In 2005, the unpaved eastern portion of the existing pazking lot (approximately 130 x 180 feet) and the mine ready-line <br />pazking azea west of the operations center, were leveled and regraded, with excavated material being used to fill-in and <br />bring low areas up to a consistent grade. Road-base material was subsequently brought in and compacted over the <br />regraded pazking aeeas to establish a suitable base for paving operations. These aeeas were then paved with <br />approximately 3-4 inches of asphalt paving material. The existing perimeter surface drainage systems were maintained <br />or reestablished during grading, base preparation, and paving operations. <br />In 2007, in order to accommodate an increase in the number of employees working during each shift tinder a 12-hour <br />shift schedule, TCC regraded and paved the remaining portion of the East Employee Parking Area and truck <br />staging area, and, in conjunction with grading/paving activities, established an Emergency Helipad. The Helipad <br />was established as part of our overall emergency planning and preparedness program to facilitate rapid evacuation <br />and transport of a sick or injured employee(s) to a suitable medical facility for emergency care. The paved azea was <br />an existing graveled parking area used for overflow parking and staging/tarping of coal haul-trucks. With <br />installation and commissioning of the Truck Loadout and West Haulroad (TR's 06-53 and 06-55) truck traffic <br />transitioned away from the Mine Entrance/Haulroad. Paving this azea helped eliminate muddy conditions during <br />wet weather and in the winter-time, and consequent dusty conditions when the mud dries and is pulverized by <br />traffic. Paving required minor grading work and over-excavation of existing drainage features (drainage ditches to <br />be retained as paved swales); base preparation, consisting of grading and placement of additional road-base; <br />followed by placement and compaction of approximately 4 (parking area) to 6 (Helipad) inches of asphalt over an <br />area of approximately 52,200 square feet. Prior to asphalt placement, approximately 220 feet of electrical conduit <br />was placed and stubbed-off to facilitate future installation of site lighting. On completion of paving operations, <br />parkirig places and the helicopter landing zone were marked with high-visibility reflective paint. <br />In order to evaluate the existing septic system and leach field for future expansion at the mine a percolation test was <br />t conducted. Approximately six, 4-inch diameter holes, 30-48 inches deep were augured for the percolation test. <br />After the test was completed, the cuttings were placed back in the hole.
