As shown on Map 23, ] 0-Right and 9-Right are the northerttmost gateroad and panel, respectively. The gateroads
and panels will be mined in a southerly direction, which will allow for gravity drainage away from the panel.
Mining of Panels 8-Right and 9-Right, which aze in this five-year permit term, will result in the undermining of
Routt County Road 33, powerlines, telephone-lines, Foidel and Middle Creeks, and the Union Pacific railroad spur
servicing the mine. The 9-Right Panel, it will be approximately 16,300 feet in length. Undermitung of the noted
structures/features is discussed in more detail under Rule 2.05.6(6). During the subsequent five-year pemvt term,
mining will occur beneath privately-owned structures, as shown on Map 23B, Structures and Renewable Resource.
EMD (Panels 2-Right through 6-Right) (PR97-04)
The mining [hat is to occur in the remainder of the Eastern Mining District is located in areas previously discussed
in Permit Revision PR93-03. The area to be mined in this five-year permit term is shown on Map 23, Mine Plan.
The five-year area is readily identified by the color-coding used in creating the map. The mining layout, i.e. panel
widths, gateroad dimensions, and cross-cuts, will be the same as described in the PR93-03 submittal, except that the
dimensions may vary based upon mining conditions encountered in the new area, and sumps and ventilation dog
legs will be established as and where needed. Also, the barrier width or location between entries in the northeast
may vary based upon mining or geologic constraints.
During the five-year tens, longwall mining will be conducted under County Road 33, powerlines, Foidel, and
Middle Creek, the Union Pacific Railroad (Energy Spur), and private residences, owned by the Ashley family. A
more detailed discussion of provisions for undermining these structures is presented under Rule 2.05.6(6).
Southeast Sub-mains Extension, 3-Right Gateroad Alternate Location, and Northeast Sub-mains
Reorientation (MR99-162)
TCC will extend the Southeast Sub-mains approximately 300 feet to the southeast to determine if the Wadge seam
parting is present in that area. Also, a 300 foot stub-in will be driven off the extension to facilitate mining in this
area. The R2P2 has been modified to reflect this minor modification to the mine plan and is included in
Confidential Exhibit 9c.
The 3 -Right Gateroad alternate location is shown as a hatched area immediately south of its present location on
Map 23. The alternate location is shown in the event that the extension mirtit~g demonstrates the parting doesn't
exist and that the panel layout can be modified. If this occurs, TCC will submit a revision detailing the new panel
layout. This option provides opportunity to mine the 3-Right Gateroad, as approved in PR-04, or mine the first 750
feet in its alternate location.
The Northeast Sub-main reorientation is being done to improve mining efficiency for the sub-mains. The general
layout of the sub-mains is shown on Map 23. TCC may add additional sumps, ventilation dog legs, or make other
minor adjustment to the area to be mined, so long as they are within the azea defined (i.e. shaded in) on Map 23.
TCC will install a set of rock rooms to store rock generated from crossing the fault in the Northeast Mains. The
location of the rock rooms is shown on Figure 16J. The rock rooms are made up of entries approximately 200 feet
in length and cross-cuts of 150 feet. This results in mining an area approximately 0.2 acres in size.
The fault that TCC is crossing is varying more than anticipated, requiring that an additional entry be driven off the
north corner of the northern rock morns. The location of the additional entry is shown on Figure 16J. The
additional entry will be approximately ] 80 feet long and 20 feet wide. The entry may be used for storing additional
underground development waste and as a sump. The affected area associated with the driveage is approximately
0.08 acres.

TR06-52 2.05-17 02/17/06
