August 10, 2007 <br />Quality Assurance Plan Version 12 <br />SOPAD018.08.07.12 Page 18 of 96 <br />4.1 President/CEO <br />The President is ultimately responsible for all analytical and operational activities of the laboratory and must ensure <br />that 1) the laboratory carries out all environmental activities in such a way as to meet the requirements of the , <br />NELAC Standards and 2) the laboratory satisfies the needs of the client and the regulatory authorities. General <br />duties involve budgeting for all departments, making decisions on capital equipment and automation; developing <br />company policies and benefits; addressing personnel issues such as hiring, firing, and promotions; and working with <br />clients on various matters. Day-to-day responsibilities include providing direction to all laboratory departments <br />including laboratory operations, accounting, marketing, QA/QC, and client services. Additional responsibilities are <br />as follows: <br />• Work directly with ACZ's Ombudsman to provide and maintain a mechanism for confidential reporting of <br />ethical/data integrity issues as well as issues that may directly affect current ACZ policies. - <br />• Define the minimal level of qualification, experience, and skills necessary for all laboratory positions. <br />• Provide the QA/QC Officer with defined responsibility and authority for ensuring the successful <br />development, implementation, and management of ACZ's Quality System. <br />• Provide the Production Manager with defined responsibility and authority for ensuring the technical <br />operations and provision of resources needed to maintain the required quality of laboratory operations. <br />• Provide adequate supervision of environmental staff by persons familiar with methods and procedures, <br />purpose of each test, and assessment of the test results. <br />• Ensure all technical staff has demonstrated capability in the activities for which they are responsible and <br />ensure that the training of each member of the technical staff is kept up-to-date. <br /> <br />• Ensure the QA/QC Officer has access to the highest level of management at which decisions are made on <br />laboratory policy or resources. <br /> <br />• Provide managerial staff the authority and resources needed to discharge their duties. <br />• Provide technical personnel the resources needed to discharge their duties. <br />• Specify and document the responsibility, authority, and interrelationship of all personnel who manage, <br />perform or verify work affecting the quality of calibrations and tests. <br />• Implement appropriate and current guidelines for all lab methods and procedures to ensure data quality and , <br />efficiency of analyses. Ensure all method protocols utilized by ACZ meet the QC requirements as <br />established by EPA or other governing agency. , <br />• Document all policies and procedures related to the analytical and operational activities of the laboratory. <br />• Provide support to technical staff to ensure timely completion of all laboratory work, and develop <br />contingency plans to ensure workflow progresses as planned. <br />• Meet quarterly (or more often) with the QA/QC Officer and Production Manager. <br />2773 Downhill Drive 970-879-6590 <br />Steamboat Springs, CO 80487 www.acz.com
