ATTACHA4ENT 23-2 COAL LOADOUT OPERATIONS PLAN RECLAMATION LIABILITY ESTIMATE This section provides a reclamation cost estimate for the coal loadout operations plan, which is the original operational plan for the Hayden Gulch Loadout, and which is the existing and on-the-ground conditions for the facility area. The only difference in the reclamation activities between the coal loadout operational plan and the coal load-in operational plan is the building configuration in the facilities area. Consequently, most direct costs calculated by CDMG as part of the TR-06 liability estimate are applicable. The coal loadout operations reclamation cost estimate was calculated as follows: Direct Costs • Backfilling and rough grading - CDMG costs, dated June, 2005 • Ripping - CDMG costs, dated June, 2005 • Road reclamation - CDMG costs, dated June, 2005 • Finish grading - CDMG costs, dated June, 2005 • Drainage control system removal - CDMG costs, dated June, 2005 • Topsoil replacement - CDMG costs, dated June, 2005 • Borehole sealing - CDMG costs, dated June, 2005 • Building demolition - calculated by HGTI based on the list of buildings (and dimensions) presented in Table 12-1.2, and unit costs for Task 037 determined by CDMG in the TR-06 liability estimate. The temporary office building demolition costs calculated for MR-15 have been incorporated into this estimate. The miscellaneous costs identified by CDRMS in the 2007 Coal Bond Compliance Inspection (MR- 16) have been incorporated into this estimate. • Miscellaneous reclamation - CDMG costs, dated June, 2005 • Equipment mobilization/demobization - CDMG costs, dated June, 2005 Indirect Costs • Overhead and Profit - calculated by HGTI based on the coal loadout operational plan direct costs using multipliers provided in Tab 23. 23-2.1 Revised 11/07 MR-16
