Box 771218 <br />• <br />Yampa Valley Electric Association <br />November 14, 2007 <br />Hayden Gulch Terminal, Inc. <br />701 Market Street, Suite 700 <br />St. Louis, MO 63101- 1826 <br />Steamboat Springs <br />Colorado 80477 <br />Re: Substation facility and electrical equipment removal at Hayden Gulch Loadout <br />To Whom It May Concern: <br />Yampa Valley Electric Association (YVEA) currently has a power substation associated <br />with the Hayden Gulch Loadout facility, formally owned and operated by H-G Coal <br />Company (HGCC). Title for the land where the substation is located was transferred to <br />YVEA in a deed recorded in Book 454 on Page 657. Equipment located at the substation <br />is the property of YVEA. Due to the location and the nature of the substation some of its <br />equipment is used to service other areas and facilities. In addition to transferring title for <br />the substation location, HGCC also granted YVEA aright-of--way easement fora 69KV <br />electrical transmission line that crosses the Hayden Gulch Loadout facility area permitted <br />with the Colorado Division of Reclamation, Mining and Safety. This easement is <br />recorded in Book 454 on Page 655. The poles, wires and other facilities associated with <br />the transmission line are the property of YVEA <br />YVEA will remove, at the land owners request and expense, the electrical facilities at the <br />substation that are exclusively for the Loadout facility operations. When requested to <br />remove the substation, an engineer with YVEA will design the project. Until the new <br />design is created, an exact accounting of what equipment will remain is not possible.
