Transportation Facilities <br />The following describes the transportation facilities within the permit area. <br />Haulage Roads: There are approximately 9,061 feet of haulage roads within the permit area. <br />The HGLF-HR1 haul road starts at the southwest corner of the permit area (at the junction <br />with Routt County Road 53) and progresses eastward to the facility entrance gate. The haul <br />road then continues through the gate to the Truck Dump Hopper. The road alignment (and <br />accompanying designation) is shown on Exhibit 12-1 (Revision 14, dated 03/07) and Exhibit <br />12-2 (Revision 11, dated 03/07). The PAP has consistently shown this alignment and <br />designation since CDRMS originally issued their proposed decision to approve Permit C-92-081 <br />on April 19, 1993. Historic documentation of the alignment (and designation) is provided in <br />Attachment 12-1 on Exhibit 12-1 (Revision 9, TR-09 Incidental Permit Boundary Change, dated <br />8/99) and Exhibit 12-2 (Revision 5, TR-04 Incidental Permit Boundary Change, dated 8/99). <br />Immediately east of the facility entrance gate, haul road HGLF-HR1 transitions to Seneca <br />Coal Company's Tie-Across Haul Road (TAHR); the TAHR is not part of this permit. <br />. Haul road HGLF-HR1 was constructed by the previous owner/operator/permittee, H-G Coal <br />Company. A certification statement prepared by H-G Coal Company in 1986 certifies that <br />HGLF-HR1 was constructed in accordance with CNII.RD (the previous name of CDMG and now, CDRMS) <br />regulations. A copy of the certification statement is presented in Appendix 12-5, Haul Road <br />Certifications. Figure 12-1, Typical Sections for Haul Roads, showing the typical design <br />cross-section utilized when the Loadout was constructed was originally included in the H-G <br />Coal Company permit package (Permit C-80-003; Volume II, Exhibit J) and pertains to HGLF- <br />HR1. <br />During the 2005 Mid-Term Review process, CDRMS noted that ®RMS aerial photography from the <br />mid- and late-1990's showed a road looping north and west from the north side o£ the Truck <br />Dump hopper and tying back into HGLF-HR1 just west of the facility entrance gate. On-the- <br />ground inspections during fall 2005 confirmed the presence of this roadway. This road is <br />designated as HGLF-HR1A and is shown on Exhibit 12-1 (Revision 14, dated 03/07) and Exhibit <br />12-2 (Revision 11, dated 03/07), HGTI has been unable to locate any design or construction <br />documentation for this road in the project files. <br />HGTI conducted a survey of haul roads HGLF-HR1 and HGLF-HR1A in 2005. Survey data were used <br />to develop a profile of the existing conditions. The profiles are presented in Appendix 12- <br />5 as Appendix 12-SA, Haul Road HGLF-HR1 Plan and Profile and Appendix 12-5B, Haul Road HGLF- <br />MR-15 9 Revised 03/07 <br />
