• A 60-inch reclaim conveyor, housed in an inclined concrete tunnel, to <br />transport coal (4,000 tons per hour) from the unloading hopper to a <br />rubber-tired radial stacker. <br />• The radial stacker will feed a 30-foot high, 30,000 ton stockpile. <br />• A tracked dozer will take the coal from the 30,000 ton stockpile and <br />push it to the existing truck-dump hopper. <br />• The existing hopper reclaim conveyor will transport coal (1,500 tons <br />per hour) through the existing crusher building (with crusher <br />replaced with a coal chute) to the existing, but relocated loadout <br />conveyor, which will feed the loadout building (relocated and <br />refurbished). <br />As part of the approved, but as yet (November 2007) not operational, plan <br />the existing crusher building will be refurbished - the crusher will be <br />removed and replaced with a coal chute. In addition, the loadout conveyor <br />will be refurbished and relocated from the existing stack tube reclaim <br />tunnel to the crusher building. The loadout conveyor will then be used to <br />elevate coal from the crusher building to the top of the re-furbished and <br />relocated loadout structure. Haul road HGLF-HR2, which was previously <br />permitted as part of the original C-92-081 permit package, will be re- <br />aligned and constructed as the haul truck corridor. <br />As of November 2007, HGTI has not initiated any facility modifications or <br />upgrades permitted under TR-06. The facilities and structures on-the- <br />ground are those that were constructed in 1978 as part of the original <br />railcar loadout operation, and which were approved by CDMG with the <br />original C-92-081 permit application package. <br />Consequently the Hayden Gulch Loadout, in its current physical and <br />regulatory state, is a dual purpose facility. Under the original facility <br />plan, approved by CDMG with the original C-92-081 permit application <br />package, and which is still part of the permit application package (see <br />Attachment 12-1), HGTI is approved to loadout coal via railcar for shipment <br />to market. The rail car unloading plan, which is permitted under TR-06, <br />allows HGTI to change the operations at the facility if warranted by market <br />conditions (e.g., if Routt County suddenly prohibited truck haulage from <br />the Foidel Creek Mine to the Hayden Station over Routt County Road 27). <br />Tab 23 of the PAP presents the reclamation liability estimate. The <br />liability estimate for TR-06 (the railcar unloading plan) is $1,083,800. <br />CDRMS holds reclamation bonds in the amount of $1,084,161. HGTI calculated <br />MR-16 5 Revised 11/07 <br />
