carbonaceous fines. The channel bottom upstream of the Edna Mine loadout <br />• facility has been straightened with the alluvium being in discontinuous <br />patches 20-25 feet long and no wider than 10 feet at various location on <br />either side of the stream. Above the alluvial material to the east is <br />sedimentary rock outcrops. The railroad ballast on the west side of the creek <br />has completely covered all alluvium and the ballast ties into the syncline dip <br />slope on its western margin. Along side and downstream of the stream crossing <br />to the mine offices the stream is also straightened. For about 100 feet <br />downstream on the west side of Oak Creek and 250 feet downstream on the east <br />side of the creek, there is carbonaceous fill immediately adjacent to the <br />stream. <br />Another field survey of the area was conducted June 23, 1993 to address <br />the January 14, 1993 Colorado Division of Minerals and Geology (CDMG) <br />deficiencies of the Edna Mine Permit Revision 03. The results of the survey <br />are similar to the findings of the 1978 survey. As required by Rule 2.06.8 <br />and requested by the CDMG, hydrologic, agricultural, vegetative and structural <br />features were identified and inventoried during the June 23, 1993 survey. <br />Approximate locations of the features identified are depicted and delineated <br />on Exhibit 4.6-10, 'Oak Creek - Alluvial Valley Floor Declassification Area, <br />Land Use/Disturbance Map, and Exhibit 4.6-11 'Oak Creek - Alluvial Valley <br />Floor Declassification Area, Vegetation Map'. <br />From the above discussion and field surveys performed along Oak Creek in <br />the vicinity of the Edna Mine, the portion of the Oak Creek valley floor which <br />will not be considered as an alluvial valley extends from the southeastern <br />tipple area permit boundary northward to and including the Routt County Road <br />179 crossing of Oak Creek. This area includes: NE1/4, Section 19; NW1/4, <br />Section 20; W1/2, SW1/4, and W1/2, SW1/4, NW1/4, Section 17, T4N, T85W. The <br />upstream and downstream limits of the area not considered as an alluvial <br />valley floor are indicated on Exhibit 4.6-10 and 4.6-11. <br />• 4.6-61(c) April 21, 1994 <br />
