Ill. COMMENTS -COMPLIANCE <br /> Below are comments on the inspection. The comments include discussion of observations made <br /> during the inspection. Comments also describe any enforcement actions taken during the inspection <br /> and the facts or evidence supporting the enforcement action. <br /> This was a partial inspection conducted by Kent Gorham of the Colorado Division of <br /> Reclamation, Mining, and Safety (Division). A final Phase III bond release application is <br /> pending for the majority of the reclaimed area at this site. Ground conditions were dry and <br /> the weather was warm and windy. <br /> General Mine Plan Compliance <br /> The Division continues to review a Phase III bond release application submitted in late 2006. <br /> Remaining issues at the site include sign and marker removal, well abandonment, and <br /> methane soil monitor removal and reclamation. <br /> Revegetation <br /> Cool season grasses and forbs are <br /> growing vigorously while the <br /> established warm season grasses <br /> remain relatively subdued at this <br /> time. Noxious weeds have not <br /> been a concern at this site over the <br /> revegetation period. <br /> Some small gullies that developed <br /> early in the 10 year revegetation <br /> liability period now have vegetated <br /> bottoms that appear stabilized and <br /> "healed", indicating a general <br /> erosional stability for the reclaimed <br /> area. This is consistent with <br /> hydrologic cover as represented in <br /> the vegetation report and lends <br /> support to the contention that the <br /> site has achieved the standards <br /> and requirements of the Rules. <br /> Overall, this reclaimed site <br /> appeared in condition for the spring <br /> season. <br /> 3 <br />
