-
Y
y
• •'.. .' _
October ii, 1987
Ms. Candace Thompson
Hydrologist
1313 Sherman Street, Room 423
Denver, CO 80203-2273
RE: Sutey Expansion - File # C-017-81
Dear Ms. Thompson,
Recently I noticed that the last two expansions of the Sutey
Refuse pile did not include the area from the top of the ridge to
the initial edge of the refuse pile as shown on the enclosed map.
Mid-Continent Resources is hereby requesting a Technical Revision
to our permit allowing us to include this area in our refuse
disposal area and to extend our refuse belt through this area
approximately 1150 feet.
The "New Permit Area Request" as shown on the enclosed map is
5.3 acres in size. All environmental standards concerning
available topsoil , hydrology and reclamation for this area was
included in our recently approved Tecnical Revision #8.
• Starting next spring we are proposing to extend our refuse
conveyor belt 1150" up the ridge as shown. While the exact design
of this belt is now being worked out, it will be very similar to
the existing belt structure. When completed, refuse will discharge
off the conveyor and will be pushed down the hill by dozers. The
refuse will then be spread out on the flat in two foot lifts and
compacted according to our approved coal waste disposal plan.
As you will note, all disturbance for this conveyor will be
on the. west side of the ridge. .There will be no activity on the
east side. Prior to construction all topsoil will 'be. stripped and
placed in an approved topsoil storage area. The conveyor and
supports will be constructed in the same manner as the existing
belt.
Although all environmental aspects of this area were included
in TR-08, the increase in bond amount was not addressed. The -
following calculations indicate what the bond should be increased
by to account for this new area:
Total Area = 5.3 Acres
Topsoil- 12,850 yd3 x $0.85/yd = $10,922.50
Final Grading- $70.00/ac x 5.3 ac = $ 371.00
Revegitation- $1395/ac x 5.3 ac = S 7,393.50
58
