Chapter V <br /> post-mining, final reclamation, particularly of roads and the five portal benches. <br /> A variance from Approximate Original Contour (AOC) restoration requirements for <br /> steep slope mining has been granted to Mid-Continent for these areas, subject to <br /> final geotechnical testing and monitoring. (See Appendix V-E-1) <br /> In general, backfill and grading will be done to assure, to the greatest extent <br /> possible, the stability of final, post-mining contours in all disturbed areas of the mine <br /> plan area, and it is the intent of the applicant to achieve the most moderate slopes <br /> possible. <br /> Grading will be done with bulldozers, scrapers and, if necessary, front end loaders <br /> along the contour and in a manner that will uniformly compact the fill. Grading will <br /> be done under the direction of the environmental coordinator or an engineer. <br /> The concrete foundations of the surface facilities will be broken up and placed <br /> against face-up cuts. The concrete rubble will provide the base for subsequent <br /> contouring. <br /> The plans for haul roads and portal areas have been developed on the basis of an <br /> extensive test program, as described below. Backfill and grading plans for other <br /> disturbed areas, including the adit/rock tunnel, central complex/prep. plant and <br /> refuse piles, are covered in the discussion of reclamation by area, final phase. <br /> Cut and fill terraces associated with the coal refuse pile, solid waste disposal and <br /> . tunnel spoil have been designed for structural stability and will remain to enhance <br /> the post-mine land uses. The terraces are being constructed as part of on-going <br /> operation, as the waste material is placed in a controlled manner, compacted and <br /> revegetated as approved by MLRD. <br /> b. Portal Benches and Roads. <br /> An extensive program of testing to achieve long-term stability for the post-mining <br /> contours along the roads and on the benches has been carried out, beginning in <br /> June of 1983, with the final report on results submitted to MLRD by December 31, <br /> 1987. <br /> Essentially, the aim of the program has been to test reclamation, including <br /> contouring and vegetation, of steep slope areas which are representative of <br /> conditions typically encountered along the roads and at the benches. <br /> The program included three phases, and is described in greater detail in App. V-E-2. <br /> The phases were as follows: <br /> 28 <br />
