Chapter V <br /> , <br /> • 4.07.3 requires, for an exposed underground entryway, that it shall be: <br /> "...capped, sealed, backfilled, or otherwise properly managed..." <br /> Accordingly, as required by MSHA, the operator will use a solid, substantial and <br /> incombustible material for sealing the entryway. The material will be the concrete <br /> rubble from the foundations of the buildings. As required by MLRD, portals will be <br /> sealed with a cement or concrete block plug, and made impermeable to ensure that <br /> drainage doesn't occur into or out of the mine entrances. <br /> Before material is placed against the mine entry face-up, the portal platform will be <br /> graded and, if useable "A" and "B" horizon soil is available, the material will be used as <br /> topsoil. <br /> After all buildings and man-made structures not included in the post-mine land use <br /> plans have been removed, the portal areas will be scarified and regraded. Following <br /> portal platform grading, water bars, water conveyance system and temporary sediment <br /> ponds will be removed, making sure all sediment requirements have been met. Upon <br /> completion of mining, it is estimated that backfilling and grading of the mine portal <br /> areas can be accomplished in one season. <br /> • In preparation for revegetation, soil samples will be taken to determine whether soil <br /> amendments and fertilizers are needed. Prior to placement of any amendment on <br /> areas to be revegetated, MLRD will be consulted on analyses that will be required to <br /> determine whether any potential plant toxicities will result from the application of the <br /> amendment. Since parts of the pad areas have been blasted from solid rock outcrops; <br /> it is believed that these areas should be left as rock. Attempts to place topsoil over <br /> such areas would probably cause a stability or sediment problem. <br /> Following soil analysis, the appropriate portions of these areas will be revegetated with <br /> the seed mixes approved for 10,000' elevation. <br /> After reclamation, the portal areas will be Forest Service management roads used for <br /> purposes approved in the postmining land use plan, to evaluate reclamation success. <br /> Continued post-mining use is planned for#4 and #5 and connecting pads. See <br /> Chapter Vl, Postmining Land Use Discussion. <br /> b. Haul Roads. <br /> The White River National Forest'has proposed that the road system be "modified but <br /> not eliminated" when no longer required for mining purposes (See Appendix V-C-1). <br /> 22 <br /> Revised 7L92 <br />
