Chapter V <br /> D. RECLAMATION BY AREA: Past; Interim; Final. <br /> 1 . PAST. <br /> a. General. <br /> In the spring of 1977 Mid-Continent hired a full-time environmental coordinator and <br /> established an Environmental Department. One of the first programs of this <br /> department was to identify disturbed areas and establish an overall reclamation <br /> plan. The main areas of disturbance included: <br /> - Old coal refuse pile <br /> - Preparation plant area <br /> - Haul roads <br /> - Mine pads <br /> Additional areas of disturbance resulting from the modernization program, which . <br /> started in 1979, include: <br /> - Sutey refuse disposal site <br /> - Adit/Rock Tunnel face-up area <br /> - Conveyor routes <br /> In addition, since passage of the Surface Mining Reclamation Act of 1977, and the <br /> • Colorado Surface Coal Mining Reclamation Act of 1979, Mid-Continent has made a <br /> major effort to bring the Coal Basin mine site into compliance with the requirements <br /> of the federal/state acts. These have included additional surface disturbances in <br /> connection with the construction of: <br /> - Sediment ponds <br /> - Drainage ditches <br /> - Culverts <br /> b. Old Coal Refuse Pile. <br /> The old coal refuse disposal area, located south of the preparation plant area, was <br /> utilized on a continuing basis for 23 years (1961-1984), with reclamation conducted <br /> since 1966. The original disposal area (1961 to 1977) covered approximately 25 <br /> acres. <br /> From 1977 to 1984 expansion of the old refuse pile disturbed an additional 3 to 5 <br /> acres per year, and those areas are being reclaimed at a rate of 3 to 5 acres per <br /> year. Approximately 75% of the old refuse pile, including all of the original disposal <br /> area, had been reclaimed by 1987. <br /> OW <br /> 10 <br />
