Twentymile Coal Company
29515 Routt County Road # 27
Oak Creek, Colorado 80467
(970) 879-3800
RIECOVED
May 28, 2008
Ms. Tania Watson
Colorado Department of Public Health and Environment
Water Quality Control Division - Permits and Enforcement
4300 Cherry Creek Drive South
Denver, CO 80222-1530
Phone: (303) 692-3603
RE: PERMIT CO-0027154; APRIL 2008 DMR SUBMITTAL
Dear Ms. Watson:
MAY 3 0 2on
Reclamation, , and Safety
During the month of April 2008, Outfalls 002A, 003A, 005A/MON 5/005YX (same site), 006A, 007A/MON 7/007XY (same site),
and 008A discharged. Outfalls 002A and 003A discharged the third week in April, however fourth week of month ended on a
Wednesday and monitoring/sampling for that week was conducted on Friday May 2, at which time 002A was not flowing, and
a sample was collected for 003A, therefore, only one water quality sample was collected for Outfalls 002A and 003A in April.
The May 2 sample for 003A will be reported with the May 2008 DMR. Outfall 004A did not discharge during the period.
Outfalls 005A/MON 5/005YX and 007A/MON 7/007XY flowed each week of the period. Outfall 006A only flowed during the
second and third week of the period. Outfall 008A flowed the second, third, and fourth week of the period.
An exceedance was noted at outfall 003A (30 day average for TR iron). The elevated number may be related to initial flushing
at the beginning of the spring snow melt. However, as indicated above only one sample could be collected during the period.
Iron data will be examined in May and discussed in the May 2008 DMR. No other exceedances occurred.
Note that I was out of the office during the third week in April, during which I had arranged for Twentymile personnel to monitor
the Outfalls. Field parameters were collected for Outfalls 006A and 008A, however due to a communication oversight on my
part, no water quality samples were collected at these two sites that week. The missing parameters included pH, TSS, SS and
total iron. All other Outfalls were sampled as required.
Finally, due to another oversight, our laboratory used an older parameter list which omitted the monthly trivalent chromium
analysis from Outfalls MON 5 and MON 7. All other parameters were analyzed as required. I have prepared tracking sheets
with sampling and monitoring frequencies for all Outfalls and updated the laboratory analytical list so that such an oversight
won't be repeated.
Please contact me directly at (970) 870-2750 with any questions.
Very truly yours,
Brian A. Watterson, P.G.
Geologist, Environmental Group
Twentymile Coal Company
enclosures
cc: DBMS; CWPS Permit No. CO-0027154 file
