Denver, Colorado 80220 <br /> ADDENDUM TO RATIONALE <br /> MID-CONTINENT RESOURCES, INC. <br /> CO-0000396 <br /> PITKIN COUNTY <br /> The permittee has requested an amendment to this permit. Dutch Creek #2 <br /> mine is producing more water than in the past resulting in a need to <br /> begin discharging. Thus, an additional discharge point has been <br /> requested. The site is contiguous to the other outfalls covered by <br /> permit No. CO-0000396. Thus, this new outfall can also be covered by <br /> this permit. The new discharge shall be identified as #019 and will <br /> discharge to the South Fork of Dutch Creek. Figure 1, page 19 shows the <br /> outfall and sampling point. The 02 mine is shown in Figure 2, page 20. <br /> Mid-Continent has estimated that the flow from #019 will average 0.130 <br /> MGD with a daily maximum of 0.216 MGD. <br /> Wastewater will be settled at sumps within the mine and then pumped <br /> directly to the South Fork of Dutch Creek. There will be no ,commingling <br /> with surface waters prior to discharge. <br /> I. PREVIOUS MONITORING HISTORY: <br /> Because this new outfall (#019) has not discharged to date, there is no <br /> • data available. <br /> II. EFFLUENT LIMITATIONS AND RATIONALE: <br /> A renewal of this permit became effective in October of 1982. In <br /> drafting the renewal, a water quality assessment was made for all State <br /> waters affected by the facility. This assessment is still valid since <br /> the Q7-10 is zero and water quality standards will have to be met at <br /> the discharge point. (See previous rationale). <br /> Because the discharge from #019 consists of underground mine drainage <br /> only, the following effluent limitations and rationale apply: <br /> Table 1 <br /> Parameter Limitation Rationale 1/ <br /> Flow (MGD) N/A Monitoring <br /> Total Suspended Solids (mg/1) 35/70 BPT 2/ <br /> Total Iron (mg/1) 1.0/2.0 WQS 3/ <br /> Oil and Grease (mg/1) 10.0 SES 4/ <br /> pH (s.u.) 6.5/9.0 WQS 3/ <br /> Salinity Monitoring Colorado River <br /> Salinity Regulations <br /> • l/ See permit renewal rationale for in-depth discussion <br /> 2/ Federal Best Practicable Control Technology for Coal Mines <br /> 3/ State Water Quality Standards <br /> 4/ State Effluent Standards <br /> These limitations shall apply to discharges from outfall #019 at all <br /> times. <br />
