Chapter IV <br /> Installed impoundments to contain and control <br /> sediment from 10 year/24 hour peak flow runoff event. <br /> Initiated a monitoring program to quantify the effect of <br /> • implementing an erosion control plan. <br /> The company has designed, constructed and is maintaining a permanent diversion <br /> ditch on the South Fork of Dutch Creek. The diversion was constructed to convey the <br /> peak flow runoff event from the 100 year/24 hour storm. The ditch has been designed <br /> and constructed using the best technology currently available to stabilize and to <br /> minimize the contribution of sediment to Dutch Creek. The culverts were sized and <br /> placed in the stream channel using dozers and a crane. The fill material was placed <br /> using a backhoe and compacted with a vibrator compactor. The outslopes were <br /> stabilized as necessary with rip rap, or were revegetated. <br /> A 100 foot buffer zone has been left below the toe of the spoil, landfill and refuse <br /> disposal area adjacent to the South Fork of Dutch Creek,. Diversion ditches have also <br /> been constructed around the preparation plant. The diverted water from this area is <br /> treated in impoundments located east and downstream from the plant in the Coal <br /> Creek alluvium. <br /> During the operation of the refuse, landfill and Adit/Rock Tunnel spoil disposal areas, <br /> the following sediment control measures are in effect: <br /> • — Constructing perimeter ditches and berms. <br /> — Terracing slopes in and adjacent to the disposal site. <br /> — Compacting waste material during placement. <br /> — Topsoiling, mulching and revegetating as soon as <br /> practical. <br /> — Creating within the permit area buffer zones, sediment <br /> traps and sedimentation ponds as necessary. <br /> — Scarifying the surface of the disposal site and regrading <br /> final slope to improve slope stability. . <br /> Draining and filling outslopes to reduce surface water <br /> runoff erosive velocities. <br /> • <br /> 16 <br />
