RECLAMATION PLAN EXHIBIT- E (CONT.) <br />mined and partially reclaimed. The RECLAMATION PLAN MAP - EXHIBITF show <br />how the area will look when reclamation is complete. The area <br />will be returned to at least it's present vegetative condition <br />when reclamation is complete. All slopes will be left at the 3:1 <br />rate as described in the MINING PLAN . <br />Careful analysis of the salvageable soil will permit the <br />operator to carry out a soil additive program and to monitor the <br />prescribed seeding plan and to determine if the plan requires <br />revision. Under normal weather conditions, an adequate moisture <br />reserve will be present for establishment of the proposed seed <br />mixture. No irrigation is planned for this site because we will <br />be attempting to create a diverse dryland site that is non-water <br />dependent. <br />REVEGETATION PROGRAM <br />The revegetation program to be implemented by Yuma County is <br />detailed below. The topsoiling plan presented above and this <br />revegetation program is devised after careful review of the <br />existing soil conditions and present vegetation, both on the site <br />and in the NRCS report. "Revegetation will be carried out in such a way so as to <br />establish a diverse, effective and long-lasting vegetative cover that is capable of self-regenera- <br />tion without continued dependence on irrigation, soil amendments or fertilizers. " The plan <br />is designed to create a vegetative cover that is at least equal <br />in extent to the cover of the natural vegetation before mining. <br />The use of species native to the area is included. Since the <br />intended use of the reclaimed land as rangeland, any slopes <br />created will be commensurate with this final land use. <br />Seed will be drilled wherever possible, when drilling is not <br />possible, the seed will be broadcast. The revegetation plan <br />provides for the greatest probability of success in plant estab- <br />lishment and vegetative development by considering environmental <br />factors such as seasonal patterns of precipitation, temperatures <br />and wind. Other considerations, such as soil texture, fertility, <br />slope stability and the direction in which slopes face, have been <br />considered. A weed control plan is included in this plan. <br />An access road will remain on the site to provide access for <br />planting crews and for the supervision and inspection of the <br />reclamation plan. This road will provide the owner's with access <br />to the area when reclamation is complete. Final grading on the <br />road will be done before the pit is closed. <br />15
