III. COMMENTS-COMPLIANCE <br /> Below are comments on the inspection. The comments include discussion of observations made during the <br /> inspection. Comments also describe any enforcement actions taken during the inspection and the facts or <br /> evidence supporting the enforcement action. <br /> This was a partial inspection conducted by Joe Dudash of the Colorado DRMS.No one represented the operator <br /> during the field inspection.The weather was very overcast and cold with a slight sprinkle.The entire site was <br /> wet. The North Fork of the Gunnison River was flowing very high. <br /> Facilities <br /> The front gate was open.The demolished mine office debris has not been dealt with yet.There is some new <br /> debris next to the demolished mine office.The new debris consisted of old tires and steel beams, some with <br /> ends encased in concrete.Also,the electric company has run an electrical cable from a power line at the top of <br /> the hill,down the entrance road and across the facilities area to the power pole near the demolished mine office. <br /> Apparently,this to bypass some electrical facility for repairs not related to the mine. <br /> Roads <br /> The paved haul road was in good condition and was free of debris.The protection cable along the road was in <br /> place. However,there is a hole in the road where the road meets the west side of the bridge. Some of the hole <br /> has been filled in by the operator but more needs to be done. <br /> Hydrology <br /> Probably because the river is running so high,there was considerable water in the sediment pond and some <br /> water in the collection ditch along the river side of the site.The water level in the sediment pond was right up to <br /> the primary discharge pipe invert.The gated valve on the pipe was closed so there was no pond discharge. <br /> The water level in the hillside spring water treatment pond was about six inches below the horizontal pipe.The <br /> treatment pond was discharging its usual orange colored water at about 10 to 15 gpm. The orange colored water <br /> has been shown to be in compliance.The hillside spring that feeds into the treatment pond was contained in its <br /> channel as it flowed off of the hill.Tamarisk was found at the hillside spring area,along the water's edge in the <br /> hillside spring water treatment pond and next to the entrance gate. <br /> Both of the well caps were on alluvial wells AA-1 and AA-3. The up gradient alluvial well is along the river and <br /> the collection ditch next to it had standing water in it. There was no standing water around the down gradient <br /> alluvial well. <br /> Sims and Markers <br /> The mine ID sign at the top of the hill was on the ground and needs to be put back up.The"no trespassing" sign <br /> was up on the entrance gate. <br /> c:/word/bear3/insp0508 <br />
