Statement of Significance The Coal Basin Townsite is significant because of its relationship to the building of the Crystal River Railroad, the town of Redstone (Redstone Historical District) and its uniqueness in the relationship established between management and labor within the socio/political arena of the time. The enlightened attitude of Mr. Osgood toward his employees is reflected in the quality of housing, education, health, and ties embodied in the Coal Basin Townsite. • recreation facili Because of this emphasis on quality housing, sanitation, and the concern for employee health, safety, and recreation, the Coal Basin Townsite stands in sharp contrast to the life style encountered by the majority of the immigrant miners in other camps. Impact of the Project on the Site At the present time, the best preserved areas are the turn- table/roundhouse and residential areas A and B. Under present conditions these areas are easily avoided and there may be no significant impact from controlled dirt moving operations or traffic. However, " scavenging" , and continued natural deteriora- tion, are considerable threats to the site (since public access is now controlled by Mid-Continent Resources, Inc . scavenging is presently minimal) . • Recommendations It is our recommendation that the Coal Basin Townsite be -- preserved by avoidance, which appears feasible under the :nine plan. . 36
