• meet the demands of the natural and cultural environments of <br /> the time. <br /> The site represents a significant and distinguishable <br /> entity whose components help link together other sites in the <br /> area, for example and primarilyr the relationship of Coal Basin <br /> to the towns of Redstone, Carbondale, the historical develop- <br /> ment of the Crystal River Railroad and the Colorado Fuel & Iron <br /> Company. <br /> Statement of Significance <br /> The Coal Basin Townsite is significant because of its <br /> relationship to the building of the Crystal River Railroad, the <br /> town of Redstone (Redstone Historical District) and its <br /> uniqueness in the relationship established between management <br /> and labor within the socio/political arena of the time. The <br /> enlightened attitude of Mr. Osgood toward his employees is <br /> reflected in the quality of housing, education, health, and <br /> ties embodied in the Coal Basin Townsite. <br /> • recreation facili <br /> Because of this emphasis on quality housing, sanitation, and the <br /> concern for employee health, safety, and recreation, the Coal <br /> Basin Townsite stands in sharp contrast to the life style <br /> encountered by the majority of the immigrant miners in other <br /> camps. <br /> Impact of the Project on the Site <br /> At the present time, the best preserved areas are the turn- <br /> table/roundhouse and residential areas A and B. Under present <br /> conditions these areas are easily avoided and there may be no <br /> significant impact from controlled dirt moving operations or <br /> traffic. However, " scavenging" , and continued natural deteriora- <br /> tion, are considerable threats to the site (since public access <br /> is now controlled by Mid-Continent Resources, Inc . scavenging <br /> is presently minimal) . <br /> • Recommendations <br /> It is our recommendation that the Coal Basin Townsite be <br /> -- preserved by avoidance, which appears feasible under the :nine plan. <br /> . 36 <br />
