(Page 2) <br />MINE ID # OR PROSPECTING ID #: M-2008-022 <br />INSPECTION DATE: 5-6-08 <br />INSPECTOR'S INITIALS GRM <br />OBSERVATIONS <br />This inspection was conducted as part of the normal monitoring program established by the Colorado Division of <br />Reclamation, Mining and Safety for 112c applications. The Breeze Basin Pit is a proposed 112c operation located <br />on private lands south and east of Craig, Colorado. Scott and Shelia Brennise from 4-13 Land and Livestock along <br />with their consultant Tim Scanlon accompanied the inspector on this pre-operational inspection. Also on site were <br />representatives from Moffat County. <br />The required public notice was observed at the proposed access point from County Road 394. The proposed road <br />will follow up the 4-13 property line north to the pit area. If an access permit through CDOT is not obtainable from <br />this point, the alternate access point is the ranch entrance approximately 500 feet west. <br />The proposed pit is a dry irrigation field located just south of the Yampa River. Although the permit area is noted as <br />following the property line which includes a portion of the river, all proposed disturbances are a minimum of 100 <br />feet and in most cases 200 feet from the river's edge. There appears to be no utilities in the proposed disturbance <br />area. Man made features within 200 feet include fence lines which will be outside the proposed disturbances area. <br />There is a diversion channel and head gate for the Deep Cut Ditch near the proposed permit. The diversion ditch, <br />although within the permit area will be protected by a 100 foot riparian buffer zone with no disturbance beyond that <br />point. The head gate and the beginnings of the irrigation ditch are approximately 450 feet from the nearest <br />disturbance edge in the northwest corner. The inspector will send details of the proposed activities to DRMS staff <br />engineer for review as there appears to be a question on impacts from excavation. <br />The area that is proposed as an island within the reclamation plan is a cluster of cottonwoods that is adjacent to a <br />lowland area that periodically exposes groundwater. It has the appearance of a cut off ox bow. The Army Corp of <br />Engineers was scheduled to do a wetlands survey. If this area exhibits wetlands characteristics some mitigation may <br />be necessary. <br />Overall vegetation is a dry land pasture grass mix with scattered prickly pear cactus. Total cover is hard to estimate <br />as spring growth has yet to emerge. A rough estimate is around 75% total cover. Cottonwoods are present around <br />the proposed area with the exception of the cluster noted above. <br />The site is very clean with no debris, junk or deleterious materials on site.
