conditions during the inspection resulted in a road surface that was very slick and muddy, <br /> resulting in the necessity for 4-wheel drive to travel the road. Some uncertainty with the <br /> maintenance of this portion of road results in the fact that it is clearly designated on Map 19 <br /> of the Southfield permit as County Road 92. However, the locked gate to the northeast of <br /> the permit area would appear to prevent the county from maintaining this portion of road. <br /> The permit does not speak to the retention of this road, possibly because it is a county road. <br /> (see page 4.03-8 of the PAP, regarding roads to retain "the road system to the refuse pile, <br /> originating at County Road 92") Clearly, this statement in the permit assumes the County <br /> Road would remain since it leads to the refuse pile road and is the only way to access the <br /> site. The portion of road designated as haul road to the RDA as shown on Map 19 requires <br /> 4 inches of 3/ inch gravel for surfacing as per page 4.03-5 of the approved PAP. While <br /> EFMC may not be liable to maintain County Road 92 between the locked gate and the <br /> Southfield permit boundary (near pond 5), it would seem appropriate that EFMC maintain <br /> CR92 to county standards inside the permit area. The Division will discuss this issue further <br /> with EFMC. <br /> Hydrologic Balance <br /> Pond 4 and pond 5 were found dry. Both pond embankments and spillways appeared in <br /> good condition with no problems observed. <br /> Due to inclement weather, the inspection was terminated following a brief discussion. Linda <br /> Saunders and Ted Coulter requested a copy of Map 12 of the permit and a copy of recent <br /> water monitoring data (2006 Annual Hydrology Report). Both of these items were provided <br /> by the Division via email on May 15, 2008. <br /> Overall, the site appeared in good condition for the spring season. <br /> 4 <br />
