11. The topsoil stripping procedures for the non-prime farmland areas north of BB road are <br />somewhat unclear, in that narrative on page 2.04.9-23 describes salvage of Lift A, followed <br />by salvage of a mixed lift composed of subsoil and bench 1 overburden. Topsoil <br />Replacement Map (2.05.4-4), however, indicates that a single "mixed soil" lift would be <br />replaced over "Bench 1 subsoil". Please clarify this apparent discrepancy, specify the <br />horizons that will constitute Lift A, and describe how the bottom of Lift A and bottom <br />of Lift B will be defined for site foremen and equipment operators in the field. <br />12. We have some questions regarding information presented on the Soil Baseline Map (Map <br />2.04.9-1). <br />a) In several locations along the northern and western perimeter of the permit boundary <br />there are clusters of what appear to be random numbers and associated short line segments. <br />These appear to be extraneous, erroneous inclusions, but result in some clutter and confusion <br />on the map. Please revise the map to eliminate the extraneous numbers and figures. <br />b) 98E is the dominant soil map unit in the Morgan property within the permit area, with <br />small areas of 98D and NST immediately adjacent to 2700 Road. However, there are <br />several small delineated areas on the property, where it is not clear what map unit is <br />represented (i.e. 0.16 ac., 4.58 ac., 3.06 ac., and 4.13 ac. parcels). Please revise the map to <br />ensure that all units depicted are properly identified. <br />c) Three soil survey boundaries are delineated on the map, 1988, 1996, and 1999. There is a <br />substantial acreage located immediately south of the Morgan property portion of the permit <br />area, with map unit boundaries depicted, although the area appears to be located outside any <br />of the soil survey boundaries. Please revise the map to clarify the survey upon which the <br />soil mapping in this area was based. <br />13. Page 2.04.9-24 through 2.04.9-28 includes soil balance narrative and related Tables 2.04.9-5 <br />and 2.04.9-6. New Map 2.04.9-2 "Topsoil Balance Map As Of February 2008" was <br />submitted in addition to the narrative and tables. We have the following questions regarding <br />this information. <br />a) Map 2.04.9-2 depicts current status (location, type of soil, and volume) of topsoil <br />stockpiles. Location of any additional proposed soil stockpiles should also be provided on a <br />map (either amended Map 2.04.9-2) or an additional permit area map. Also projected <br />maximum volume of each existing and proposed stockpile should also be indicated (either <br />on tables or maps). Please submit the requested information, or provide reference if the <br />correct information is included on approved permit area maps or tables. <br />b) Table 2.04.9-6 indicates that for the Morgan property that has not yet been disturbed, an <br />average 40 inch thickness of subsoil material will be salvaged (referred to as "Lift B + <br />Suitable Subsoil" on Table 2.04.9-6). Please address what differentiates Lift B material <br />from "suitable subsoil" material, and how the bottom of Lift B is defined for the purposes of <br />field operations. Presumably, the "suitable subsoil" is essentially synonymous with "Bench <br />1"overburden, which is the unconsolidated deposits immediately underlying the native <br />4 <br />
