III. COMMENTS -COMPLIANCE <br /> Below are comments on the inspection. The comments include discussion of observations made <br /> during the inspection. Comments also describe any enforcement actions taken during the inspection <br /> and the facts or evidence supporting the enforcement action. <br /> This was a partial inspection of the Roadside Portals Mine conducted on April 28, 2008 by Mike <br /> Boulay of the Division of Reclamation, Mining and Safety Grand Junction Field Office. Tonya <br /> Hammond of Snowcap Coal Company was present during a portion of the inspection at the South <br /> Portal area. Weather conditions were clear and cool and ground conditions were dry. <br /> South Portal Area Reclamation <br /> The South Portal area reclamation project is complete. The entire area appears stable and in good <br /> condition. There were no signs of erosion or instability. Ponds 8 and 9 were inspected. Neither pond <br /> was retaining any significant amount of water. Pond inlets, embankments, and discharge structures <br /> were well maintained and appeared stable. The road up to the shop and warehouse was in good <br /> condition. Sediment and drainage control structures were all functioning as intended and appeared to <br /> be properly maintained. The facilities area and perimeter locations at the South Portal were well <br /> maintained and no problems were noted during this inspection. <br /> The South Portal drainage pipe that extends out of the sealed South Portal has begun to leak at some <br /> point following the sealing of the pipe with 6 cubic yards of grout. The pipe was inspected with Tonya <br /> Hammond of SCC. The leaking pipe is shown in Photos 1 and 2 at the end of this inspection report. <br /> The drainage from the pipe flows down a ditch to Pond 8. SCC has submitted Technical Revision No. <br /> 56 to provide a plan to completely seal the pipe. The proposed plan is to cap off the end of the pipe <br /> and encase it in approximately one cubic yard of concrete. The DRMS is currently reviewing the <br /> technical revision. The estimated flow from the pipe is less than 1 gpm. <br /> Other Mine Areas <br /> The North Decline area and the North Portal reclaimed areas were also viewed during this inspection. <br /> Roads leading into these areas were maintained. Drainage and diversion ditches were stable. No <br /> problems were noted at any of the mine site locations during this inspection. <br />
