M. COMMENTS-COMPLIANCE <br /> Below are comments on the inspection. The comments include discussion of observations made during the <br /> inspection. Comments also describe any enforcement actions taken during the inspection and the facts or <br /> evidence supporting the enforcement action. <br /> This was a partial inspection of the Munger Canyon Mine conducted by Mike Boulay of the DRMS <br /> Grand Junction Field Office on April 30, 2008. I was not accompanied by an operator representative <br /> during the inspection. Weather conditions were sunny and warm. The majority of the mine site is <br /> reclaimed and there was no activity at the mine site at the time of the inspection. <br /> Roads <br /> The access road to the mine site was dry and the road was generally in good condition. No problems <br /> were noted along its entire length up to the former portal bench access road. <br /> Hydrologic Balance <br /> East Salt Creek was flowing with very turbid water due to snow melt runoff. Ground conditions were <br /> dry throughout the site. Ditches and culverts associated with the reclaimed waste disposal site, cover <br /> soil stockpile site, and the topsoil stockpile locations were in good condition and maintained. The <br /> waste disposal area sediment pond was dry. The inlet and discharge structures were stable and no <br /> problems were identified. <br /> Backfill and Grading <br /> The majority of the reclaimed portal access road was inspected. The uppermost segment and portal <br /> bench area were not inspected. The permanent riprap drainage channels along the lower to mid-section <br /> of the reclaimed portal access road were stable and functioning well. No signs of significant erosion or <br /> instability were noted during this inspection. <br />
