The required fee of $257.00 for the renewal of this
substitute supply plan has been submitted (receipt no. 3625947). The original supply plan was
approved on December 3, 2001 and the most recent renewal was approved on March 21, 2007.
Plan Operation
This plan seeks to replace depletions resulting from mining at the Hokestra gravel pit,
operated by Weld County ("County"). The depletions that results from the mining operation are
evaporation, water lost in mined product, irrigation and dust suppression.
The proposed replacement sources are 3.75 Rural Ditch shares owned by Weld County,
storage of excess credits in Varra's 112 Pit and fully consumable water leased from the St. Vrain &
Left Hand Water Conservancy District ("SVLH").
The County has completed mining in all pits, except the 9.9-acre and 20.9-acre cells
located in the center of the gravel pit site (Figure 1). Mining operations during the period of this
plan will occur exclusively in the 9.9-acre cell. Mining operations in the 20.9-acre cell is not
anticipated to begin during the period of this plan.
DEPLETIONS
Mining is occurring at the Hokestra site in the 9.9-acre. According to the information
provided by the applicant, the County will continue to dewater the cell during the mining process.
The total exposed surface area for the 9.9-acre cell is 0.39 acres in the dewatering trench. The
county also intended to line the 30.5-acre cell in 2007, but lining has been delayed. It is anticipated
that lining will occur over the next two years. The 30.5-acre cell will continue to be dewatered until
Office of the State Engineer
1313 Sherman Street, Suite 818 • Denver, CO 80203 • Phone: 303-866-3581 • Fax: 303-866-3589
www.water. state. co.us
