III. COMMENTS -COMPLIANCE <br /> Below are comments on the inspection. The comments include discussion of observations made <br /> during the inspection. Comments also describe any enforcement actions taken during the inspection <br /> and the facts or evidence supporting the enforcement action. <br /> This was a partial coal inspection conducted by Jason Musick of the Colorado Division of <br /> Reclamation, Mining, and Safety (Division) on 21 April 2008. The weather was clear during the on- <br /> the-ground inspection of the site. There continues to be substantial snow cover throughout the mine <br /> site and access to the entire mine site was limited. Access to the site was achieved from County <br /> Road 29 to the west of the mine site. <br /> Sions and Markers <br /> The mine I.D. signs were in place at the entrance of the Old Tipple Road entering the mine area to the <br /> south and the North Road entering the mine area from the north. All mine I.D. signs appeared to be in <br /> compliance with no problems noted. <br /> Roads <br /> The Old Tipple Road, North Road, Lower Moffat Road, Center Ridge Pond Road, West Ridge Pond <br /> Road, and West Ridge Road continue to have snow cover and have yet to allow access. Portions of <br /> the North Road was traversed on foot during the inspection, and appeared to be stable with no <br /> problems noted. Portions of the Old Tipple Road, Lower Moffat Road, Center Ridge Pond Road, <br /> West Ridge Pond Road, and West Ridge Road were inspected from the North Road or from County <br /> Road 29 and no problems were noted. All road culverts were covered with snowfall and therefore <br /> unable to be inspected. <br /> Hydrolonic Balance <br /> All sediment ponds were frozen with some snow cover evident. All embankments appeared to be <br /> stable with no visible signs of erosion or damage. The four Moffat down drains were covered in snow <br /> but appeared stable with no evident signs of damage. <br /> The "string-of-pearls" permanent drainage channel contained was completely covered with snow. The <br /> area appeared to be stable with no signs of damage. There was evidence of minimal run off at the <br /> time of the inspection. <br />
