Board Members and Staff: <br />We are homeowners in the River West Subdivision in Windsor Colorado. Our home is along the <br />Poudre River directly opposite the proposed gravel mine. We have lived in the development <br />since its inception 10 years ago. With the understanding from the developer that the land under <br />consideration would never be mined as it was too small of a tract economically and was under <br />the control of the Colorado Division of wildlife as a wildlife buffer. We were also informed that <br />the HalUIrwin pit directly to the East was wrapping up operations and would be out by 2000. <br />Since that time the Hall/Irwin pit has continued with full operations that include excessive noise <br />from crushers, trucks, dust etc. Now with this new proposal we have been notified that the small <br />tract of land directly across the river from us is seeking a permit with full operations. This is very <br />disturbing as we believe would have a severe detrimental effect on our quality of life, health, as <br />well as devaluation of our personal property. <br />Even as I write this letter, we are having high winds from the North which are quite common <br />throughout the winter and spring. On a day like this members in our family would suffer from <br />extreme dust that would have an adverse affect on our health. We are talking about a mining <br />operation that is only a few hundred yards from our home. <br />Regarding noise level from crushers and trucks; at the existing HalUIrwin mine,the level of noise <br />has been frustrating to say the least... and now with the proposal of an operation much closer I <br />can't imagine the noise level and how it would affect our quality of life. <br />Another serious concern is the effect of the flood plain, how that would change and effect the <br />flood rating of our home. I would hope that a comprehensive survey would be mandatory to <br />verify what the status of the effects of any change of flood rating would be. And if a change <br />would take place that the mine would not be allowed to get a permit. <br />In conclusion, I am asking that you deny the permit, as the negative effects and losses at the <br />expense of our community would be much too great to justify the mining operation. <br />
